COUNCIL WORK SESSION MINUTES

SEPTEMBER 13, 2010

 

 

The City of Jonesboro Mayor and Council held their monthly work session on Monday, September 13, 2010 at the Jonesboro Police Department, 170 South Main Street at 6PM.

 

Council Members:    Mayor Luther Maddox

                                    Council Member Clarence Mann

                                    Council Member Roger Grider

                                    Council Member Wallace Norrington

                                    Council Member Pat Sebo

                                    Council Member Bobby Wiggins

                                    Council Member Joe Compton

 

Staff Members Present: Sandra Meyers, Joe Nettleton, Chief Franklin Allen and City Attorney Steve Fincher.

 

Mayor Maddox called the meeting to order.

 

Council Member Bobby Wiggins requested to discuss item (e) on the regular session agenda for the Structural Engineer’s Proposal for Arts Clayton.  Mayor Maddox stated that we needed to approve the proposal submitted by Oconee Engineering to perform a site that would include a report of his findings and to produce a solution to the problem at Arts Clayton. The Mayor also stated that the fees would be paid from the Streetscape Fund.

 

Council Member Mann asked if the original engineering firm, JJ&G, should have found this problem when they began the project.  Mayor Maddox stated that they should have but it was not shown. 

 

Council Member Wiggins stated that he feels down the road, we will have parking issues.

 

Council Member Norrington asked for an update on item (f), restroom at Massengale Park, stage for concerts at Battleground Park and the intersection at Jonesboro Road and Johnson Street.

 

Mr. Nettleton stated that on the proposed bathroom at Massengale Park that the contractors are requesting plans.  He has met with someone with Clayton County Building Maintenance Department that is willing to draw up the plans and give us a cost estimate.  He has not heard back from him.  He also stated that he is still trying to get a firm price on the cost of the stage.

 

Council Member Grider asked about the lighting for the stage if it is located at Battleground Park.

Mr. Nettleton stated that we will have Georgia Power to install larger flood lights and have a switch for them in a locked box.

 

Mr. Nettleton further stated that the bathroom at Massengale Park would be unisex with only one stall and one cold water only sink.  It will be in compliance with ADA requirements Mr. Nettleton stated.  The plans are for it to be very basic.  He is also checking on getting the water fountain repaired at Massengale Park, Clayton County stated that maybe they can fix it.

 

Mr. Nettleton further stated that last week someone set the woods on fire at Battleground Park.

 

Council Member Norrington asked if there could be money in the Splost Fund to look at having a basketball court at Battleground Park.

 

Mayor Maddox replied that we would need an estimate on the cost, maybe we could look at one-half court.

 

Council Member Norrington stated that we don’t need to be hemmed in and need to leave room for expansion.

 

There were no further discussions and the work session closed at 6:15PM.

COUNCIL MEETING MINUTES

The City of Jonesboro Mayor and Council held a meeting on Monday, September 13, 2010.  The meeting was held at 6:15PM at the Jonesboro Police Department, 170 South Main Street.

 

Members Present:    Luther Maddox, Mayor

                                    Clarence Mann, Council Member

                                    Roger Grider, Council Member

                                    Wallace Norrington, Council Member

                                    Pat Sebo, Council Member

                                    Bobby Wiggins, Council Member

                                    Joe Compton, Council Member

 

Staff Present:  Joe Nettleton - Public Works Director, Chief Franklin Allen – Sandra Meyers- Assistant City Clerk and City Attorney, Steve Fincher.

 

Mayor Luther Maddox called the meeting to order at 6:15PM.

 

The invocation was given by Council Member Wallace Norrington followed by the Pledge of Allegiance.

 

The Council considered the minutes of the August 2nd Work Session meeting and the August 9th, 2010 Regular Session meeting.  Approved. (Motion by Mr. Grider, second was made by Mr. Norrington and the vote was unanimous.)

 

Public comment was given by Barbara Emert from Historical Jonesboro who reminded everyone that the deadline to purchase bricks would be at the end of September and after that they would be more expensive to order.  She also wanted to remind everyone of their Bar-B-Q on October 2nd at the Fire House Museum.

 

OLD BUSINESS – ITEM A

 

Consider Conditional Use Permit request from Mr. Larry Voyles of Voyles Properties, Inc. at 272 North Main Street.  He is requesting a Conditional Use Permit in order to lease his property to the Awakening New Life Bible Ministry.  The property is zoned C-1.  There was no one present for this request.  Denied. (Motion by Mr. Grider and second was made by Mr. Compton. Vote was unanimous.)

 

NEW BUSINESS – ITEMS B – E

 

B.  Considered approval of Resolution with procedures to allow filming within the City of Jonesboro.

Approved. (Motion by Mr. Grider and the second was made by Mr. Mann.  The vote was unanimous.)

 

C.  Considered motion to approve the Jonesboro Police Department Standard Operation Procedures Manual as reviewed and approved by the City Attorney.  Approved. (Motion by Mr. Grider and the second was made by Ms. Sebo. The vote was unanimous.)

 

D.  Considered approval of the revised Animal Control Ordinance Amending Title 14 of Chapter 3. Approved. (Motion by Mr. Grider and the second was made by Mr. Wiggins.  The vote was unanimous.)

 

E.  Consider structural engineers’ proposal for Arts Clayton Gallery on Main Street from Oconee Engineering for $2,500.  Approved. (Motion by Mr. Mann and the second was made by Mr. Wiggins.  The vote was unanimous.)

F.  Consider taking proposals for construction -  Massengale Park restroom, concert stage for Battleground Park and repairs to Jonesboro Road and Johnson Street.   Approved. (Motion by Mr. Grider and the second was made by Mr. Norrington. The vote was unanimous.)

G.  Consider motion to adjourn to an executive session for the purpose of discussing personnel matters and legal matters.  Approved. (Motion by Mr. Mann and the second was made by Mr. Norrington.  The vote was unanimous.)

The regular session adjourned for executive session at 6:45PM.

Mr. Grider was not feeling well and left the meeting before the executive session.

H.  Consider motion to resume the regular session.  Approved. (Motion by Mr. Norrington and the second was made by Mr. Mann. The vote was unanimous.)

The regular session reconvened at 7:10PM.

I. Consider voting on any items discussed in executive session.  No votes taken.

OTHER BUSINESS

Mayor Maddox announced the concert on the lawn will feature musician Jason Bitten on September 25th.  The cover dish supper will be on September 16th at the Firehouse Museum at 6PM and the Neighbor Watch Program will be held on Monday, September 20th here at the Police Department at 6:30PM.

There were several citizens present that questioned the change of the council meetings to 6PM.

Mayor Maddox stated that we had notified the newspaper, used the Phonetree to call residents and posted at both the Police Department and City Hall.

 

Mayor Maddox asked for a motion to adjourn. Approved. (Motion by Mr. Norrington and the second was made by Mr. Mann.  The vote was unanimous.)

 

No further business and the meeting adjourned at 7:20PM.
