 COUNCIL MEETING MINUTES

OCTOBER 11th, 2010

 

 

The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, October 11th, 2010.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:        Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Joe Compton, Councilmember

                                    Pat Sebo, Councilmember

                                    Bobby Wiggins Councilmember

 

Staff Present:             Joe Nettleton - Public Works Director, Charles Carpenter - Code Enforcement Officer, Franklin Allen – Chief of Police, and Janice Truhan - City Clerk

 

Mayor Maddox called the Public Hearing regarding the proposed Millage rate at 7:00 p.m.  Public comments were given by Nancy Coffman, Billy Powell, Carl Hilton, Mr. Mitchell, and two individuals who did not report their names.  There were no signatures on the Public Hearing sign in sheet.  Mayor Maddox declared the Hearing closed at 7:06 p.m.

 

Mayor Maddox declared the Regular meeting of the Jonesboro City Council open at 7:07 p.m.

 

Prayer was given by Councilmember Wallace Norrington. The Pledge of Allegiance followed.

 

The Mayor stated there needed to be an amendment to the agenda and to consider moving ‘Item E’ to follow Executive Session. Councilmember Norrington made a motion to move ‘Item E’ to ‘Item J’.  Approved.  [Motion: Norrington, 2nd: Sebo, Vote: Yea – Norrington, Sebo, Mann, Wiggins; Nay – Compton, Grider].

 

The Council considered the minutes for the month of September 13th, 2010 Worksession minutes and the Regular meeting minutes of September 13th, 2010. Approved.  [Motion: Norrington, 2nd Mann, Vote: Unanimous].

 

There were no Public Comments.

 

NEW BUSINESS – ITEM A – I:

 

A.    Considered Resolution authorizing the acceptance of the Subrecipient Agreement of FFY2010, Clayton County CDBG funds, for Infrastructure/Storm Water drainage project. Mayor Maddox requested a motion to approve.  Approved. [Motion: Grider, 2nd: Compton, Vote: Unanimous].

 

B.     Considered approval of R.F.P. for a grant writer, on an as needed/part time basis based on a flat percentage of awarded grants. Approved. [Motion: Sebo, 2nd: Norrington, Vote: Unanimous].

 

C.     Considered Millage rate of two mills. Motion requested. Motion failed.[Motion: Wiggins, 2nd: Sebo; Vote: Yea – Wiggins, Sebo; Nay – Grider, Norrington, Compton, Mann].

 

D.    Considered motion to allow Executive Committee of Jonesboro Neighborhood Watch

       to organize a Christmas parade, to be held November 27th, 2010, and not charge any    

       parade permit fees. Proposed route – Rum Creek South on North Mc Donough, right

       at Spring, left at Lee Street, left at West Mill, and end at parking lot across from the old

       Firehouse. Discussion ensued regarding liability coverage for the City (Maddox), and who

       paid for parade previously (Compton). Mayor called for a Motion to postpone to verify

       insurance or cost thereof. Failed.  Councilmember Grider made a motion to postpone until a   

       Called meeting in one week. Approved. [Motion: Grider, 2nd: Compton, Vote: Unanimous].

 

E.     Consider motion to approve Resolution to award Change Order to the Streetscape  

Contractor  -  C.M.E.S, for the purpose of installation of temporary shoring and wall at the Arts Clayton Gallery, at a rate of $74,265.35, inclusive of materials, labor, equipment, overhead and profit. Discussion by Joe Compton. Approved.[Motion: Sebo, 2nd: Wiggins, Vote: Unanimous].

 

F.      Considered motion to enter Executive Session for the purpose of discussing personnel and/or legal matters. Approved. [Motion: Norrington, 2nd: Compton, Vote: Unanimous].

 

G.    Considered motion to resume Regular meeting. Approved. [Motion: Norrington, 2nd: Mann, Vote: Unanimous].

 

H   Considered voting on items discussed in Executive Session.  No Vote Taken.

 

I.       Considered motion to Amend City of Jonesboro Employee Policy and Procedure Manual

 Ordinance  Chapter IX, Section C - Grievance Procedure - to make the Formal Grievance –

which is a right for the employee to file a formal written complaint with the Mayor, to be

made an Informal Grievance; and to make the Formal Grievance – the right for an  employee to request a formal grievance with   the Mayor and Council. The same rules and conditions of each process remain the same.  Mayor Maddox turned the issue over to the City Attorney Steve Fincher.  Mr. Fincher discussed with Council the Hearing process and that the City is an ‘At Will’ employer.  Further discussion ensued between Councilmember’s Grider, Compton and Mr. Fincher.  Mayor Maddox called for a motion.  Councilmember Grider made a motion to withdraw Item E contingent on City Attorney providing something that will work – future grievances or appeals. Failed. [Motion: Grider, 2nd: Compton, Vote: Yea – Grider, Compton, Mann; Nay Sebo, Wiggins, Norrington, and Mayor Maddox to break the tie].

 

 

 

 

 

 

OTHER BUSINESS: 

 

Mayor Maddox announced and the following activities:

 

·         Covered dish supper will be held at 6:00 p.m. Thursday October 14th, 2010 at the Jonesboro Firehouse Museum, 103 West Mill Street.

·         Neighborhood Watch program meeting will be held Monday, August 18th, 2010 at 6:30 p.m. at 170 South Main Street.

 

Mayor Maddox asked if there was anything else.  Councilmember Norrington asked Public Works Director Nettleton how the stage and basketball court was coming.  Bid on Stage, nothing on basketball court.  Mayor Maddox stated that the bathroom at Massengale Park is in the works.

 

Mayor Maddox called for a motion to adjourn.  Approved. [Motion: Mann, 2nd: Norrington,  Vote – Unanimous].
