CITY OF JONESBORO

  COUNCIL MEETING MINUTES

NOVEMBER 8, 2010

 

 

The City of Jonesboro Mayor and Council held the Regular Council meeting on Monday, November 8th, 2010.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Wallace Norrington, Councilmember

                                    Joe Compton, Councilmember

                                    Pat Sebo, Councilmember

                                    Bobby Wiggins, Councilmember

                                    Roger Grider, Councilmember

 

 

Staff Present:    Chief Allen, Joe Nettleton -  Public Works Director, Janice Truhan – City Clerk, Charles Carpenter - Code Enforcement Officer, and  Mike Boatfield – Laborer.

 

The Mayor called the meeting to order at 7:00 p.m.

 

Prayer was given by Councilmember Clarence Mann. The Pledge of Allegiance followed.

 

The Council considered the minutes of the last meetings:  September 21st, 2010 Called meeting, October 4th, 2010 Public hearing at 10:00 a.m. and 2:00 p.m., October 11th, 2010 Public Hearing at 7:00 p.m., October 4th, 2010 Worksession, and October 11th, 2010 Regular meeting.  Approved.  [Motion: Grider, 2nd: Wiggins, Vote: Unanimous].

 

Public comments were given by Joy Day.

 

NEW BUSINESS: ITEMS A – F:

 

A.    Considered Resolution to allow Christmas Day alcohol sales. Failed. [Motion: Compton, 2nd: Grider, Vote: Yea – Compton, Grider, Mann; Nay – Wiggins, Norrington, Sebo, and Mayor Maddox as tie-breaker]. Mayor Maddox stated that a change to the Charter requires an Ordinance that will need to be prepared.

 

 B.  Considered Resolution to allow resubmittal of Trail Grant Proposal. Approved.           

 [Motion: Mann, 2nd: Norrington, Vote: Unanimous].

 

 C.  Considered vote on Ôpay in lieu of leaveÕ for City employees at a maximum per year rate of                    

       40 hours. Any other requests to be considered on an Ôemergency basisÕ by Department Head

       and the Mayor.  Motion made to Postpone until December meeting. Approved. [Motion:   

       Sebo, 2nd:  Grider, Vote: Unanimous].   

 

 

 D.  Considered maximum amount of vacation carryover at 200 hours per year, with those

       employees exceeding 360 hours being grandfathered in, upon approval of policy. Motion

       made to Postpone until December meeting. Approved. [Motion: Mann, 2nd: Norrington,

       Vote: Unanimous].

 

E.   Considered setting time for Worksession. Discussion ensued. Motion made to keep as is, the

       1st Monday of each month at 6:00 p.m.  [Motion: Sebo, 2nd: Wiggins, Vote: Yea – Sebo

       Wiggins, Mann; Nay – Norrington, Grider].   

 

F.    Mayor Maddox called for a motion to adjourn. Approved.  [Motion: Norrington, 2nd: Mann,

       Vote: Unanimous].
