COUNCIL MEETING MINUTES

March 09, 2009

 

The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, March 09, 2009.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Bobby Wiggins, Councilmember

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                    Rick Yonce, Councilmember

                                   

Staff Present:            Brad Johnson, Joe Nettleton, Sandra Meyers and Janice Truhan

 

Mayor Maddox called the meeting to order at 7:01 p.m.  Prayer was given by Councilmember Norrington, and the Pledge of Allegiance followed.

 

Minutes of the February 9th, 2009 Regular Meeting and February 17th and February 24th, 2009 Called Meetings were considered.  Approved.  February 9th 2009 meeting [Motion: Grider, 2nd: Powell, Vote: Unanimous]; February 17th, 2009 meeting [Motion: Grider, 2nd: Powell, Vote: Unanimous], and the February 24th, 2009 meeting [Motion: Wiggins, 2nd: Norrington, Vote: Unanimous].

 

Public Comments were given by David Barron, Nancy Coffman, Sam Brayer, Mr. Cantrell and Mr. Wells.

 

Mayor Maddox called for recognition of Mr. Franklin Varner as first African American Councilmember.

 

The Council considered the following items A – M on the Agenda:

 

A.    Considered disposition of Garbage Truck – Motion made to postpone.  Approved. [Motion: Grider, 2nd: Yonce, Vote: Unanimous].

 

B.  Considered approval of budget amendment to balance 2008 budget. Discussion ensued                     

      Motion made to take $317,722. out of reserves to balance 2008 budget. Approved.    

      [Motion: Wiggins, 2nd  Norrington; Vote:  Unanimous].

 

C.  Considered approval of Banking R.F.P.  Discussion ensued.  Motion made to develop

      Banking R.F.P. Approved. [Motion: Grider, 2nd: Mann; Vote:  Unanimous].

     

D.  Considered amending Robertson Sanitation Contract.  Motion made to postpone.  Approved.

     [Motion: Grider, 2nd:  Yonce, Vote: Unanimous].

 

 

E.   Considered Zoning regulation changes. Discussion ensued. Approved. [Motion: Grider, 2nd:

      Mann, Vote: Unanimous].   

 

F.   Considered Conditional Use Permit application for James Hesterlee of H & G Plumbing.

      Discussion ensued regarding Historical District. Approved.  [Motion: Grider, 2nd: Mann,       

      Vote: Unanimous].

     

G.   Considered location of Commuter Rail Station. Discussion ensued. Motion made to locate

       Station North of Town. Approved.  [Motion: Grider, 2nd: Yonce, Vote:  Unanimous].

 

H.   Considered approval of H.V.A.C. Bidder.  Discussion ensued with Public Works Director

       Joe Nettleton lending support of Bowen and Sons.  Approved.  [Motion: Grider,

       2nd:Norrington, Vote:  Unanimous].

 

I.     Considered approval of Plumbing bidder.  Motion made to postpone. Approved:  [Motion:

       Grider, 2nd: Mann, Vote:  Unanimous].

 

J.     Considered motion to enter Executive Session.  Approved.  [Motion: Grider, 2nd:

        Norrington, Vote: Unanimous].

 

K.    Considered motion to resume regular meeting.  Approved.  [Motion: Mann, 2nd: Norrington,

        Vote: Unanimous].

 

L.     Considered approval of oaths for Election Superintendent, and Deputy Registrar and     

        Absentee Ballot Clerks. Approved. [Motion: Grider, 2nd: Powell, Vote:  Unanimous].

 

M.    Considered creating position and funds for Clayton County Drug Task Force.  Discussion

         ensued.  Motion made to deny creating position.  Approved. [Motion: Grider, 2nd:

         Norrington, Vote: Unanimous].

 

The Council considered Other Business:

 

         Mayor Maddox mentioned the following:

 

á      There will be a covered dish supper 6:00 Thursday at the Jonesboro Firehouse Museum.

á      There will be a Neighborhood Watch meeting March 16th, 2009 at 170 South Main Street. The meeting starts at 6:30.
