CITY OF
COUNCIL MEETING MINUTES
MARCH 8TH, 2010
The City of Jonesboro Mayor and Council held the Regular
monthly Council meeting on Monday, March 8th, 2010. The meeting was held at 7:00 p.m. at the
Jonesboro Police Station,
Council Present: Luther Maddox, Mayor
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Joe Compton, Councilmember
Pat Sebo, Councilmember
Bobby Wiggins Councilmember
Staff Present: Janice Truhan City Clerk, Interim Chief Wayne Woods, Joe Nettleton Public Works Director, Code Enforcement Officer Charles Carpenter. Administrative Assistant Pat Daniel and City Attorney Steve Fincher.
Mayor Maddox called the meeting to order.
Prayer was given by Councilmember Wallace Norrington. The Pledge of Allegiance followed.
The Council considered the minutes for the month of February 8th, 2010 Regular meeting. Approved. [Motion: Norrington, 2nd, Grider, Vote: Unanimous].
Public Comments were given by Ms. Linda Wenz, Ms. Joy Day and Mr. Leroy Mc Smith
OLD BUSINESS: – A
A. Consider, by Resolution, support of Package Store in Jonesboro. Motion to delay vote until
we receive 35% of voters. Approved. [Motion:
Compton, 2nd: Grider, Vote: Yea
– Sebo,
Wiggins, Mann, Compton, Grider, Abstain: Norrington].
NEW BUSINESS – ITEM B– M:
B. Considered Home based business – Sparkling Janitorial Service of 125 Scarlett Drive,
owned and operated by Balvina Santiago De
Nava. Approved. [Motion: Grider 2nd:
Norrington, Vote: Unanimous].
C. Considered Home based business – Razzle Dazzle of 105(d) Williamson Mill Road, owned
and operated by Ms Shirley Turnipseed and
Ms. Adrienne Wolchik. Approved. [Motion:
Norrington, 2nd: Compton,
Vote: Unanimous].
D. Considered Variance request from New Covenant Fellowship Baptist Church 7827 Old
Morrow Road Jonesboro. Discussion ensued.
Approved. [Motion: Mann, 2nd:
Norrington;
Vote: Unanimous].
E. Considered Variance request for First Baptist Church of Jonesboro, 147 Church Street – Mr.
Wes Agnew. Discussion ensued regarding Mr. Agnew's absence, Setbacks and buffers.
Approved. [Motion: Sebo, 2nd: Grider, Vote: Unanimous].
F. Consider assigning approval of Home Based business applications to the City Clerk.
Approved. [Motion Grider, 2nd:Mann, Vote: Unanimous].
G. Consider year end 2009
budget adjustments of $75,968.26.
Approved. [Motion: Wiggins,
2nd: Norrington, Vote: Unanimous].
H. Consider appointment of Auditor for 2010. Motion made to accept Fulton and Kozak as the
City Auditor for 2010. Approved. [Motion: Wiggins, 2nd: Grider, Vote: Unanimous].
I. Consider approval of format for Chief of Police applications. Approved unanimously, no
vote taken. Councilmember Mann nominated Councilmember Wiggins, and Mayor Maddox
nominated Councilmember Norrington.
J. Considered amending the Sign Ordinance to allow ’spectacular signs’ in Jonesboro. Motion
made to allow all pennant stringers under
‘Special Signs’. Approved. [Motion: Grider, 2nd:
Compton, Vote: Unanimous].
K. Considered proposal to fund Neighborhood Watch program with five hundred dollars per
year to be taken from the Contingency fund for the purpose of refreshments or door prizes.
Mr. Compton withdrew this item as he stated he had not worded this correctly. He will
resubmit at later date.
Motion made to postpone. Approved. [Motion:

Norrington, Vote: Unanimous].
L. Considered approval of modified Resolution regarding Hotel/Motel tax increase. Approved.
[Motion: Sebo, 2nd: Wiggins, Vote; Unanimous].
M. Considered motion to amend agenda to remove items M – O related to Executive Session.
Approved. [Motion: Norrington, 2nd: Wiggins, Vote: Unanimous].
OTHER BUSINESS:
Mayor Maddox announced and the following activity occurred:
· Covered dish supper will be held at 6:00 p.m. Thursday March 11th, 2010 at the Jonesboro Firehouse Museum - 103 West Mill Street.

Neighborhood Watch program meeting will be held
Monday March 15th, 2010 at 6:30 p.m. at
· .Joe Nettleton reported on a number of items inclusive of bids for roofs, and Sealed Bid sale status.
· Interim Chief Woods addressed the Council regarding Corporal position or lack thereof, police patrol; grant approval for computers for cars, uniforms for special teams and the traffic unit.
Mayor Maddox called for a motion to adjourn. Approved. [Motion: Norrington, 2nd: Grider, Vote: Unanimous].
