 COUNCIL MEETING MINUTES

WORKSESSION

JUNE 7th, 2010

 

 

The City of Jonesboro Mayor and Council held the Regular monthly Worksession meeting on   Monday, June 7th,  2010.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Joe Compton, Councilmember

                                    Pat Sebo, Councilmember

                                    Bobby Wiggins Councilmember

 

Staff Present: Janice Truhan City Clerk, and  Interim Chief  Dreeleon Scales

 

Mayor Maddox called the meeting to order. 

 

HARDWARE R.F.P PROPOSAL:

 

            Councilmember Wiggins brought up the bid price and asked what it covered.  Drew           referred to the cost breakdown page within the proposal submitted by Expert.  The Mayor     asked Drew to explain the server issues.  Drew stated that the existing server is 7 – 10       years old, and recently went down a few hours until a new hard drive could be located.    This took more time due to the age of the server.  Ms. Truhan – City Clerk went into        detail regarding the failed tape disc, how the server will not shut off unless it is    unplugged, etc. Drew explained that the new server can handle 75 users. Drew further             explained that the existing wiring for the equipment at P.D. was piece meal together           and desperately needs replacement.  Councilmember Sebo asked the ÔdownÕ time.  Drew stated that Expert will work at P.D.Õs discretion.  The department will not experience the             the system as being down.  Councilmember Norrington asked the onsite computer       repair service rate.  Drew explained that the Helpdesk rate is $25.00 per hour or less.    Interim Chief Scales wants to replace Toughbooks with cheaper durable laptops as the      Toughbooks are a drain on the vehicle alternator.  Drew stated that he would look into the        alternator issue, but stated that at $979.00, the Toughbook is a good deal.  Cal stated that             he has not heard that the alternator is an issue. They handle Butts County and they have        not had any issues.  The Mayor thanked the Expert Computer staff for coming.

 

WATTERSON ROAD DRAINAGE EASEMENT:

 

 

STREETSCAPE PHASES I AND II:

 

Lieu of bricks until October 2010.  The pavers are put in after all sidewalks, lighting, milling and then the cross walks are complete.

 

The Mayor addressed Phase II. Letter was received from GDOT. Mr. Newsome stated that there are two outcomes for Phase II.  If we can get on the agenda and all Phase II

Prepatory work is complete we have the potential for grant funds (ERRA & 1230).  Stimulus came with Phase I and GDOT de-authorized the #1230 funds.  David Haynes at A.R.C. said that we can get reallocated for Phase II.  If the ERRA funds are not used by September 1st, 2010, they are gone.  We are currently working on Right of Ways and Construction plan mods.  Option 1 is that the City funds, Option 2 are the ERRA funds. The Mayor stated that ERRA funds are 100% funding, the 1230 funds are 80/20. We have most Right of Ways.  The Mayor called for questions. Councilmember Norrington asked if the Streetscape was broke into three Phases and why canÕt we put Phase II and Phase III together.  Mr. Newsome stated that he wishes we could, but from the ÔtimeÕ standpoint there is not enough time to get them both ready.  Mr. Newsome held plan reviews with GDOT.  Mayor Maddox stated that Phase III is side streets I.E. Smith and Mill Streets. Mr. Newsome stated that we had the right to the funds needed for Phase II.  Councilmember Mann stated that JJ and G were paid over ½ million.  The plans are all drawn, why are we going back and reviewing.  Mr. Newsome stated that the plans are incomplete; there is no permitting, no plans for running utilities, no Environmental clearance from GDOT, plan problems on North Main Street and issues not dealt with.

 

ORDINANCE FOR HEALTH REGULATIONS:

 

á      Mayor Maddox stated that the Ordinance for Clayton County Health regulations mirror Clayton County.  Councilmember Wiggins stated that at the last CCMA meeting they should be adopted County Wide.  This ordinance will make it so that Health violations match Clayton County code

 

CHAPTER 38 – FIRE PROTECTION:

 

á      Mayor Maddox informed Council regarding Chapter 38 – Fire Protection, and stated that we agreed 45 days within contract.  Councilmember Grider stated that the last stumbling block was Clayton County to approve the lease.

 

HOTEL/MOTEL RESOLUTION:

 

á      Mayor Maddox Council regarding the Hotel/Motel Resolution #66-172, was with Sunny Purdue waiting on him to sign.

 

CUB SCOUTS:

 

á      Mayor Maddox discussed Cub Scouts selling cokes and bottled water on Courthouse lawn.  He asked for CouncilÕs opinions.  All were in favor but no vote taken.

 

FOURTH OF JULY PARADE:

 

á      The 3rd Saturday of July – The 4th of July parade will be held the 3rd and is sponsored by the Jonesboro Masonic Lodge with the barbecue.  The Mayor stated that Masonic Lodge needs to go by City Hall for a permit.  The route will be Government Circle to Courthouse Way and the parade will probably last thirty minutes. 

 

ARC COMPENSATION & CLASSIFICATION STUDY:

 

á      The Mayor discussed the ARC Compensation and Classification study proposal.  This will give us a starting point.  Councilmember Grider stated that this will eliminate bias.
