CITY OF JONESBORO
COUNCIL MEETING MINUTES
JUNE 14TH, 2010
The City of Jonesboro Mayor and Council held the Regular Council meeting on Monday, June
14th, 2010. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Billy Powell, Councilmember

Staff Present: Janice Truhan - City Clerk, Interim Chief Dreeleon Scales, and Charles
Carpenter – Code Enforcement Officer

Mayor Maddox called the meeting to order. Prayer was given by Councilmember Wallace Norrington, and the Pledge of Allegiance followed.
The Council considered the Worksession minutes of May 3rd, 2010; the Regular meeting minutes of May 10th, 2010; and the Called meeting minutes of May 18th, and May24th, 2010. Approved. [Motion: Sebo, 2nd: Grider, Vote: Unanimous].
Public comments were given by Ms. Barbara Emert.
The Council considered the following items
A - K on the agenda:
A. Considered award of IT Hardware R.F.P. Discussion ensued. Motion made to accept
Expert computer
bid for $26,785.84. Approved. [Motion: Wiggins, 2nd: Norrington,
Vote:
Unanimous].
B. Consider approval of Watterson Street easement on Royston property. Council agreed to postpone this item until more information was available. No vote was
taken.
C. Considered approval of Phase II of Jonesboro Streetscape Project, as presented by Mr.
Tommy Newsome of Newsome Engineering. Discussion ensued. Motion made to approve
with the use of option II – the use of GDOT funds.

D. Considered adoption of certain Clayton County Board of Health rules and regulations, by
Ordinance. Discussion ensued. Motion made to adopt Clayton County Health Code as
Jonesboro Health Code. Approved. [Motion: Mann, 2nd: Wiggins, Vote: Unanimous].
E. Considered Ordinance to amend Chapter 38-Fire Prevention and Protection. Discussion
ensued. This Ordinance to adopt Clayton County Fire prevention. Approved.
[Motion: Grider, 2nd: Norrington,
Vote: Yea – Grider, Compton, Norrington, Man, Sebo;
Nay: Wiggins].
F. Considered approval, by Resolution, amending Jonesboro Housing Authority terms of
Office,
to recognize staggered and alternating terms of office. Approved. [Motion: Sebo,
2nd: Compton, Vote: Unanimous].
G. Considered Hotel/Motel ordinance, amending Section 66-172 (pending Governors
Signature. Approved. [Motion: Sebo, 2nd: Wiggins, Vote: Unanimous].
H. Considered ARC Compensation and Classification Study proposal. Discussion ensued.
Motion made allowing

Unanimous].
I. Considered motion to enter Executive Session for the purposes of personnel, legal and real
Estate matters. Approved. [Motion: Norrington, 2nd: Mann, Vote: Unanimous].
J. Considered motion to resume
Regular meeting. Approved. [Motion: Mann, 2nd: Norrington,
Vote: Unanimous].
K. Considered vote on actions taken in Executive Session. Motion made to approve
administrative position for Chief of Police. Approved. [Motion: Grider, 2nd: Norrington,
Vote: Unanimous]. Second item – Motion made to clarify – place Corporal position under
the Police Department. Approved. [Motion: Mann, 2nd: Norrington, Vote: Unanimous].
OTHER BUSINESS:
The Mayor announced that:
á there will be a covered dish supper 6:00 Thursday June 17, 2010 at the Jonesboro Firehouse Museum.
á There will be a Neighborhood Watch program meeting, Monday June 21st, 2010 at 170 South Main Street – at 6:30 p.m.
á There will be a concert on the Courthouse lawn July 17th, 2010 – Jeff Brewer Elvis Impersonator.
á Councilmember Sebo wanted to thanks or all the help received on Jonesboro Days. We
Have $400.00 remaining or next years expenses.
