CITY OF JONESBORO
REGULAR COUNCIL MEETING MINUTES
JANUARY 18th, 2011
The City of Jonesboro Mayor and Council held their Regular Council meeting on Tuesday, January 18th, 2011. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Clarence Mann, Councilmember
Wallace Norrington, Councilmember
Joe Compton, Councilmember
Pat Sebo, Councilmember
Bobby Wiggins Councilmember
Roger Grider – Councilmember - Absent
Staff present: Chief Franklin Allen, Joe Nettleton - Public Works Director, Charles Carpenter – Code Enforcement Officer, and Janice Truhan – City Clerk.
Mayor Maddox called the meeting to order.
Prayer was given by Councilman Mann. The Pledge of Allegiance followed.
The Council considered approval of the Minutes from: December 6th, 2010 Worksession, December 13th, 2010 Regular Meeting, December 17th, 2010 Budget Worksession, and December 28th Budget Hearing. Approved. [Motion: Wiggins, 2nd: Compton, Vote: Unanimous].
Public comments were given by Bill Bixby, Jon Crane, Joy Day, and Beverly Lester.
Old Business:
A. None
Councilmember Compton made a motion to amend the agenda Ôto put all City Council Called and regular meetings on the phone tree.Õ Failed. [Motion: Compton, 2nd: Mann, Vote: Yea – Compton, Mann, Sebo, Norrington Nay – Wiggins]. Mayor Maddox stated it was being done.
New Business –
Items B – I on agenda:
B. Award of Proclamation to Jonesboro resident Louise Bunn. Mayor Maddox presented Ms.
Bunn with a Proclamation for her many years of service to the community and her years of
Volunteerism.
C. Considered Conditional Use Request from John Agule (owner), concerning the property
located at 8896 Tara Blvd., Suite 300. Mr. Agule is requesting Conditional Use for ÔAdult
Day Care
ServicesÕ owned and operated by Ms. Brenda A. Roberts. Approved. [Motion:
Norrington, 2nd: Wiggins, Vote: Unanimous].
D. Considered ÔTake Home VehicleÕ policy revision. Councilmember Compton requested a
motion to postpone until Councilmember GriderÕs return. Approved. [Motion:
Compton,
2nd: Wiggins, Vote: Unanimous].
E. Considered quarterly budget meetings. Approved with first meeting occurring May 2011,
with the Worksession, August 2011, and November 2011. [Motion:Norrington, 2nd:Mann,
Vote: Unanimous].
F. Considered entering Executive Session for the purpose of personnel or legal matters.
Approved. [Motion: Norrington, 2nd:Mann, Vote : Unanimous].
G. Considered resuming Regular meeting.

Mann, Vote:
Unanimous].
H. Considered vote, if any, on matters discussed in Executive Session. No vote taken.
I. Considered re-appointment of City
of Jonesboro employees for 2011. Approved. [Motion:
Wiggins, 2nd: Norrington, Vote: Unanimous].
Mayor Maddox wanted to mention what a great job the City employees did during the recent storm. All Officers made their shifts. Public Works came in with what little equipment we had. We have Quality employees. The Mayor asked if there was anything that would have helped them during the storm. Public Works Nettleton stated that a ÔspreaderÕ would have helped a lot.
Councilmember Mann thanked everyone for coming and asked them to bring a friend. Councilmember Compton stated that he was disturbed that a Councilmember requests something to be on the agenda (the phone tree usage) it should be there. Mayor Maddox stated that you donÕt put policy items for a vote.
Pat Sebo said that people have a right to voice their opinions but they are responsible for their words and action. And that we should choose them wisely. Also, that ÒI am concerned about the present and future of the City.Õ .
Mayor Maddox called for motion to adjourn. Approved. [Norrington, 2nd: Sebo, Vote: Unanimous].
