CITY OF JONESBORO
 COUNCIL MEETING MINUTES
JANUARY 11, 2010

The City of Jonesboro Mayor and Council held the Regular monthly Council meeting on Monday, January 11, 2010.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

Council Present:         Luther Maddox, Mayor
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Joe Compton, Councilmember
Pat Sebo, Councilmember
Bobby Wiggins Councilmember

Staff Present:             Janice Truhan City Clerk, Interim Chief Wayne Woods, Joe Nettleton Public Works Director, Code Enforcement Officer Charles Carpenter and Administrative Assistant Pat Daniel.

Mayor Maddox called the meeting to order. 

Prayer was given by Councilmember Wallace Norrington. The Pledge of Allegiance followed.

The Council considered the minutes for the month of December, specifically December 3rd Called meeting, December 7th Public Hearing, December 14th Public Hearing, and December 14th  Regular meeting, Approved, with correction to the December 7th Public Hearing – Councilmember Wiggins was absent.  Councilmember Joe Compton excused himself from voting and Councilmember Pat Sebo Abstained.  [Motion:  Grider, 2nd: Norrington, Vote: Yea – Grider, Mann, Norrington, Wiggins].

Public Comments were given by Mr. David Barron and Mrs. Margie Snowden, and Mr. Rick Yonce.

OLD BUSINESS: – None to report

NEW BUSINESS – ITEM A – J:

A.  Considered Home based business – Go Green Exterior and More, owned and operated by
Rodney Moody of 127 Burnside.  Approved. [Motion:  Compton, 2nd: Norrington, Vote:
      Unanimous].

B.  Considered Home based business – Mike White Inc., owned and operated by Mike White of
264 Jonesboro Road. Approved. [Motion: Grider, 2nd: Mann, Vote: Unanimous].

C.  Considered Annexation resolution.  Discussion ensued. Approved. [Motion: Norrington,
      2nd: Mann, Vote: Yea – Grider, Norrington, Mann, Sebo Wiggins, Nay – Compton].
D.  Considered Ethics Committee appointments.  Discussion ensued. Mayor Maddox appointed
Mr. Travis Cantrell.  Councilmember Wiggins nominated Suzanne Igler and
Councilmember Compton nominated Ms. Angela Adasme. Councilmember Grider made a
motion to close nominations.  [Motion: Grider, 2nd: Norrington, Vote: Unanimous]. Vote
taken. Councilmember’s Sebo and Wiggins voted for Ms. Igler; Councilmember’s Grider,
Norrington, Compton, Mann voted for Ms. Adasme.  Ethics Committee appointments
officially Mr. Travis Cantrell and Ms. Anglea Adasme.

E.   Considered setting 2010 holidays.  Approved. [Motion: Norrington, 2nd: Sebo, Vote:
Unanimous].

F.   Considered appointment of Mayor Pro-Tem. Discussion ensued.  Nominations made.
Councilmember Mann nominated Councilmember Wiggins; Councilmember Compton
nominated Councilmember Norrington. Councilmember Grider made motion to close the
nominations. [Motion: Grider, 2nd: Norrington, Vote: Unanimous].  Vote taken – for
Councilmember Wiggins:  Grider, Wiggins, Sebo and Mann; for Councilmember
Norrington: Councilmember Compton.  Councilmember Norrington abstained.

G.  Considered motion to enter Executive session for the purpose of personnel, legal matters
and real estate.  Approved. [Motion: Grider, 2nd: Norrington, Vote: Unanimous].

H.  Considered motion to resume Regular meeting. Approved.  [Motion: Mann, 2nd: Grider,
Vote: Unanimous].

I.    Considered vote, if any, on matters discussed in Executive Session.  None.

J.    Considered re-appointment of City employees inclusive of Interim Chief Woods, Ron
Freeman – Municipal Judge and Jerry Patrick -  Solicitor.  Approved.  [Motion: Grider,
       2nd:: Mann, Vote: Yea – Grider, Mann, Norrington, Sebo, Wiggins; Nay – Compton].

OTHER BUSINESS: 

Mayor Maddox announced and the following activity occurred:

• Covered dish supper will be held at 6:00 p.m. Thursday January 14th, 2010 at the Jonesboro Firehouse Museum  103 West Mill Street.
• Neighborhood Watch program meeting will be held Monday January 18th, 2010 at 6:30 p.m. at 170 South Main Street.
• Streetscape progress report: the City is waiting on the Georgia Department of Transportation.  Once this is complete, the awarded contractor can sign contracts.
• Joe Nettleton reported that the ADA sidewalk curb cut project is ‘waiting on the weather to improve’.  Solid Waste did well, and we hope to do better this coming week.  There were 188 unpaid customers. We will start to pull garbage cans this week.
• Councilmember Sebo wondered about Neighborhood Watch meeting being on Martin Luther King’s holiday and was assured it would go ahead with the 18th.
• Councilmember Wiggins asked where the 3rd painting purchased with the Fire funds was.  Mr. Ed Wise stated that he would check into this and report back.

Mayor Maddox called for a motion to adjourn.  Approved. [Motion:  Norrington, 2nd: Mann, Vote: Unanimous].
