CITY OF JONESBORO

 REGULAR COUNCIL MEETING MINUTES

FEBRUARY 14th, 2011

 

 

The City of Jonesboro Mayor and Council held their Regular Council meeting on Monday, February 14th, 2011.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Wallace Norrington, Councilmember

                                    Joe Compton, Councilmember

                                    Pat Sebo, Councilmember

                                    Bobby Wiggins Councilmember

                                    Roger Grider – Councilmember - Absent

 

Staff present:    Chief Franklin Allen, Joe Nettleton - Public Works Director, Charles Carpenter

                            - Code Enforcement Officer, and Janice Truhan - City Clerk.

 

Mayor Maddox called the meeting to order.   

 

Prayer was given by Rev. Arthur L. Powell from Travelers Rest Missionary Baptist Church in Morrow, Georgia. The Pledge of Allegiance followed.

 

The Council considered approval of the Minutes from: January 3, 2011 Called Council Meeting and Worksession  and January 18, 2011 Regular Council Meeting. Approved.  [Motion: Sebo, 2nd: Norrington, Vote: Unanimous].

 

Public comments were given by Barbara Emert, Joy Day, Bill Bixby and Herman Turner.

 

Old Business:

 

A.    Considered approval of the existing ÔTake Home Car PolicyÕ. Discussed enforcing mileage limits and to continue working under existing policy. Approved. [Motion: Norrington, 2nd:Wiggins, Vote: Yea – Mann, Sebo, Norrington and Wiggins. Nay – Compton].

 

New Business – Items B – J on agenda:

 

B.   Considered appointment of Mayor Pro Tem.  Councilmember Wiggins was nominated. 

       Approved.  [Motion: Compton, 2nd: Mann, Vote: Unanimous].

 

  C.   Considered waiver of fees for the Martin Luther King Parade.  Approved.  [Motion:

       Sebo, 2nd:Norrington, Vote: Unanimous].

 

D.   Considered appointment of Janice Truhan as Election Superintendent.  Approved.  

       [Motion:Norrington,  2nd: Wiggins, Vote: Unanimous].

 

E.   Considered vote for Phone Tree usage. [Motion: Compton, 2nd:Mann,

       Vote: Unanimous].   

 

F.   Considered proposed ordinance amendment ÒOffenses and Miscellaneous Provision,

       Section 46-9 Minors.Ó  No vote taken.

 

G.   Considered proposed ordinance ÒForeclosure RegistryÓ.

 

H.   Considered Downtown parking related to Broad Street and Main Street, also enforcement

       of parking.  Approved. [Motion: Norrington, 2nd: Compton, Vote: Unanimous].

 

I.    Considered motion to enter Executive Session for the purpose of legal and personnel

       matters.  Approved. [Motion: Norrington, 2nd: Mann, Vote: Unanimous].

 

J.   Considered resuming regular meeting.  Approved. [Motion: Norrington, 2nd: Mann,

      Vote:Unanimous].

 

Mayor Maddox wanted to mention what a great job the City employees did during the recent storm.  All Officers made their shifts.  Public Works came in with what little equipment we had.  We have quality employees.  The Mayor asked if there was anything that would have helped them during the storm.  Public Works Nettleton stated that a ÔspreaderÕ would have helped a lot.

 

Councilmember Mann thanked everyone for coming and asked them to bring a friend. Councilmember Compton stated that he was disturbed that a Councilmember requests something to be on the agenda (the phone tree usage) it should be there.  Mayor Maddox stated that you donÕt put policy items for a vote.

 

Pat Sebo said that people have a right to voice their opinions but they are responsible for their words and action. And that we should choose them wisely. Also, that ÒI am concerned about the present and future of the City.Õ .

 

 Mayor Maddox called for motion to adjourn. Approved. [Norrington, 2nd: Sebo, Vote: Unanimous].
