CITY OF JONESBORO

 COUNCIL MEETING MINUTES

AUGUST 9th, 2010

 

 

The City of Jonesboro Mayor and Council held a called Council meeting on Monday, August 9th, 2010.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Joe Compton, Councilmember

                                    Pat Sebo, Councilmember

                                    Bobby Wiggins Councilmember

 

Staff Present:            Joe Nettleton - Public Works Director, Charles Carpenter - Code Enforcement Officer, Franklin Allen – Chief of Police, and Janice Truhan - City Clerk

 

Mayor Maddox called the meeting to order. 

 

Prayer was given by Councilmember Wallace Norrington. The Pledge of Allegiance followed.

 

The Council considered the minutes for the month of July, July 6th, 2010 Worksession, July 10th, 2010 Called meeting, July 12th, 2010 Regular meeting, and July 21st, 2010 Called meeting. Approved.  [Motion:  Grider, 2nd: Mann, Vote: Unanimous.]  Councilmember

Compton stated the July 10th, 2010 meeting was incorrect as he was not present due to an ankle injury. Approval granted pending correction.

 

 

Public Comments were given by Ms. Shirley Cook and Mr. Leonard Morgan regarding a Conditional Use for an Elderly and Disabled boarding house in Jonesboro.

 

OLD BUSINESS – ITEM A:

 

A.   Considered Conditional Use request for Mr. Larry Voyles of Voyles Properties Inc. of 282 North Main Street  Jonesboro as represented by Mr. Edward Bouvette of Bouvette Properties.  Mr. Voyles requests a Conditional Use in order to lease to Awakening New Life Bible Ministry for the purpose of Outreach Ministry. Property is zoned C-1.  Discussion ensued regarding parking issues and parking spaces.  Council agreed to postpone issue for 30 days pending further research regarding the parking issue. Approved. [Motion: Norrington, 2nd: Grider, Vote: Unanimous].

 

 

 

 

 

NEW BUSINESS – ITEMS B – E:

 

B.    Considered approval of Resolution appointing Ms. Ann Sligh to fill a vacancy on the Jonesboro Housing Authority Board. Approved. [Motion:  Wiggins, 2nd: Norrington, Vote: Unanimous].

 

C.    Considered motion to enter Executive Session for the purpose of discussing personnel and/or legal matters. Approved. [Motion: Mann, 2nd: Compton, Vote: Unanimous].

 

D.   Considered motion to resume Regular meeting. Approved. [Motion: Norrington, 2nd: Mann, Vote: Unanimous].

 

E.    Considered voting on items discussed in Executive Session.  No Vote Taken.

 

 OTHER BUSINESS: 

 

Mayor Maddox announced and the following activities:

 

á      Covered dish supper will be held at 6:00 p.m. Thursday August 12th, 2010 at the Jonesboro Firehouse Museum, 103 West Mill Street.

á      Neighborhood Watch program meeting will be held Monday, August 16th, 2010 at 6:30 p.m. at 170 South Main Street. It is a good opportunity to meet the new Chief.

 

Mayor Maddox asked if there was anything else.  Councilmember Wiggins brought up the divider at Jonesboro Road and Spur 138.  The Mayor stated that it would cost approximately $15,000. to fix that spot and that he would talk to Jeff Metarko – Clayton County Department of Transportation. 

 

 

Mayor Maddox called for a motion to adjourn.  Approved. [Motion:  Norrington, 2nd: Mann, Vote – Yea: Wiggins, Mann, Norrington, Compton, Sebo; Absent - Grider].
