CITY OF JONESBORO
CALLED COUNCIL MEETING MINUTES
AUGUST 2nd, 2010
The City of Jonesboro Mayor and Council held a called Council meeting on Monday, August 2, 2010. The meeting was held at 6:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Joe Compton, Councilmember
Pat Sebo, Councilmember
Bobby Wiggins Councilmember
Staff Present: Joe Nettleton - Public Works Director, Janice Truhan - City Clerk,
Judge Benefield, and Winston Franklin Allen
Mayor Maddox called the meeting to order at 6:00 p.m.
A. Considered motion to enter Executive Session to discuss personnel matters. Approved. [Motion: Grider, 2nd: Norrington, Vote Unanimous].
B. Considered
motion to resume Called Meeting. Approved. [Motion: Grider, 2nd: Mann, Vote
Unanimous].
C. Considered vote, if any, on matters discussed in Executive Session. Motion made to confirm Franklin Allen as Chief of Police. Approved. [Motion: Grider, 2nd: Norrington, Vote: Yea- Wiggins, Mann, Norrington, Grider, Sebo; Nay – Compton].
D. Considered motion to adjourn Called meeting. Approved. [Motion: Grider, 2nd: Norrington, Vote: Unanimous].
NOTE: THE SWEARING IN OF FRANKLIN ALLEN WAS
PRESIDED OVER BY JUDGE BENEFIELD AFTER THE ADJOURNMENT OF THE CALLED MEETING.
ALL COUNCILMEMBERS WERE PRESENT.
WORKSESSION:
Mayor Maddox called the Worksession to order at 6:25 p.m. It was stated that the Kiwanis club was interested in weekly meetings, not monthly as indicated on the agenda.
Discussion ensued regarding the Kiwanis Club request to reserve the Jonesboro Firehouse Museum and Community Center for their weekly meetings at a reduced rate. CouncilmemberŐs Grider and Wiggins both stated that there should not be any reduced rates. Councilmember Wiggins further stated that if this concession was made, everyone will want it. Councilmember Norrington asked how long a block rental was, and it was stated – two hours. The Mayor stated that this would set a precedent. Another club could request the same thing. Councilmember Norrington asked about Fire station #13Ős Community room – is it available. The Mayor stated it was not as the new lease with Clayton County gives the Community room to the leaseholder – Chief Cohilas and Clayton County Fire Department. The general consensus among the Council was to not offer reduced rates.
Councilmember Sebo brought up the Jonesboro Housing Authority meeting and the Mayor stated it was next week.
The Mayor asked if there were any further issues to discuss. Councilmember Norrington brought up Franklin Varner and 138 Moore Street. Mr. Varner wishes to move his Barber Shop to Moore Street and Mr. Norrington asked if a re-zone is possible for this property. It was stated that this was feasible. The Mayor suggested that Mr. Varner apply for a re-zone request and appear before Council. Applications are available at City Hall.
The Mayor went to CouncilmemberŐs asking if there was anything else to add. All stated no.
The Mayor called for a motion to adjourn. Approved. [Motion: Norrington, 2nd: Grider, Vote: Unanimous].
