The City of
Jonesboro Mayor and Council held their monthly Work Session Tuesday, September 6,
2011 at 6:00 p.m. The meeting was
held at 170 South Main Street Jonesboro.

Mayor Maddox called the Worksession to order at 6:09 p.m. and welcomed the visitors[MSOffice2] .
Discussion of Safebuilt
contract for building plan reviews and building inspections discussion –
David Mundt submitted the proposal regarding the overview for
permitting, contract and fee schedule. He[MSOffice4] suggested an ordinance to amend the old ordinance.
Mayor Maddox ask
if this was separate than the fee schedule that you supplied. You supplied fee schedules in 2007 the
new codes should have been in there.

Compton ask what is the percentage that you get and the city?

Compton said that on a regular basis, we bid all contracts.
Mr. Mundt stated
that this was an agreement with MBIS and we picked it up when we purchased the
business and took over. DISC
Mayor Maddox
stated that we need to look this over and vote next week. GA Department of Revenue DISC. Are there
any questions?

Department of Revenue 911 prepaid wireless service
fee -
Councilmember Mann ??? people who have prepaid cell phones are charged a
0.75 fee.
Councilmember
Grider said they are $17-$18 a month for fees. There are free phones with up to 200
minutes. Taxpayers ???? gouge us again. Never happy. DISC
Mayor Maddox the
government is not imposing, we will pay the fee. It is a choice. DonÕt but a
cell phone.

Compton ask if this money goes to the county?
Mayor Maddox

Miscellaneous discussion –
Massengale Park bathrooms -
Mayor Maddox ask
Joe Nettleton to discuss with council the Massengale Park bathroom. Mr.
Nettleton stated that we worked all year long and met with him on several
different occasions. The weather up
construction bid was paid for by SPLOST funds.
Mayor Maddox
advised that this was cheaper than the Clayton County bid by 5 thousand. It is
a unisex bathroom with green shingles and will it be sitting attached to the
pavilion?
Joe Nettleton
answered, no sir.
Mayor Maddox
said that he preferred attached.
Joe Nettleton
stated that if it was attached, you would have to go through the pavilion. It will be set right next to the
pavilion.
Councilmember
Wiggins ask about going through the picnic area to get to the restrooms.
Joe Nettleton
said no it is going to be on the right side next to Haines St. I will talk to
the bidder about attaching.
Mayor Maddox
said we will take a vote at the next meeting.
Councilmember
Grider inquired what the material cost were.
Joe Nettleton
said he is not expecting to use all the funds DISC. There will be no over runs.
Councilmember
ask if the size was 8Õx14Õ.
[MSOffice5] Joe Nettleton answered that
he thinks so, and there will be a water fountain attached because the free
standing one does not work.
Councilmember Compton ask if the piping will be
coming from the existing water fountain.
Joe Nettleton advised that there will be all brand
new water lines. Clayton County
Water Authority did a sewer tap that helped with the cost.
Mayor Maddox said we are not above begging.
City Hall sign –
Mayor Maddox addressed the public that the new City
Hall sign will be brick with big round sings (two sided), high-lighted 10Ó
aluminum letters that will not rust or fade, with new footings. The cost for
the sign was $6,630 and was paid for with hotel/motel funds. No city reserves
were used.
Councilmember Wiggins inquired if the brick would
match City Hall?
Joe Nettleton said it would be extremely close.
Mayor Maddox stated that it would be schoolhouse
brick.
Mayor Maddox ask Chief Allen to address the public
concerning the robbery at the ATM at 5:00 p.m.. Chief Allen stated that the robbers
are in custody.
Tax Millage rate

Councilmember Mann advised the Mayor that the
people have voiced their opinion concerning taxes.
Councilmember Norrington stated that we have heard from residents and
business owners. Is it possible to change the proposed rate from 2.5 to 1.5?
Since we did not get the homestead percentage changed, can we take the rest
from reserves?
Councilmember Compton answered no.
Councilmembers Grider, Mann and Norrington agree.
Concilmembe Sebo thanked nancy Carr for keeping
updated and for alerts.
