COUNCIL MEETING MINUTES

NOVEMBER 09,  2009

 

The City of Jonesboro Mayor and Council held their monthly Council meeting on Monday, November 9th, 2009.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:        Luther Maddox, Mayor

                                    Bobby Wiggins, Councilmember

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                    Rick Yonce, Councilmember

                                   

Staff Present:             Interim Police Chief Tim Jessup, Public Works Director Joe Nettleton,

                                    Administrative Assistant Pat Daniel, and Code Enforcement Officer

                                    Charles Carpenter.

 

Mayor Maddox called the meeting to order. Prayer was given by Councilmember Yonce.  The Pledge of Allegiance followed.

 

Mayor Maddox voiced the need for an amending of the Agenda to add item ‘K’ for the award of a contractor on the Streetscape project. 

 

Minutes of the October 12, 2009 Regular Meeting and the October 22, 2009 Called meeting were considered and approved. [Motion: Norrington, 2nd: Mann, Vote: Unanimous].

 

Public comments were given by Barbara Emert of Historical Jonesboro, David Barron, Anne Wise, Larry Boak and Ed Wise.

 

OLD BUSINESS -ITEMS:

 

None

 

NEW BUSINESS – ITEMS A – J:

 

A.    Considered Home Based Occupation Tax Certificate for M & R Remodeling – Mr.

        Christopher Michael McIntyre. Approved.  [Motion: Powell,  2nd: Mann, Vote: Unanimous].        

       

B.    Considered budget amendment related to payment for damage to guard rail at McDonough

        Street and Stockbridge Road. Discussion ensued related to ‘Offender” responsibility and

        bringing this person before the court. Approved.  [Motion: Wiggins,2nd: Norrington,

        Vote: Unanimous].

 

C.    Considered event permit for Norma Buckley as agent for Matias A. Casal, owner of

        Jonesboro Shopping Center LLC – 8160 Tara Blvd. Approved.  [Motion: Yonce, 2nd:

        Wiggins, Vote: Unanimous].

 

 

D.    Considered grant application for Irvin Street – (HUD) SPLOST funding.  Approved. 

        [Motion: Grider, 2nd: Norrington, Vote:  Unanimous].

 

E.     Considered Midsouth Planning Health Benefit plan for 2010.  Approved. [Motion:

         Norrington, 2nd: Grider, Vote: Unanimous].

 

F.     Considered award of Ameritas Group Dental Benefit with a 4% increase in rate for

        The 2010 benefit year.  Approved. [Motion: Yonce, 2nd: Norrington, Vote: Unanimous].

 

G.    Considered motion to repeal the Golf Cart Ordinance.  Discussion ensued. Approved.

        [Motion: Grider, 2nd: Yonce, Vote: Yea - Grider, Mann, Yonce; Nay – Norrington Powell,

        Wiggins – result a tie, Mayor Maddox elected to vote Yea].  Result 4-3, Yea’s have it.

 

H.    Considered motion to enter Executive Session.  Approved.  [Motion: Norrington, 2nd:

        Yonce, Vote: Unanimous].

 

I.      Considered motion to resume Regular Meeting. Approved [Motion: Norrington, 2nd:

         Yonce, Vote: Unanimous].

 

J.      Considered vote, if any, on matters discussed in Executive Session. None.

 

K.     Considered award of Streetscape Phase I  contract award to C.M.E.S. Inc. at $2,726,122.78,   

         as recommended by Newsome Engineering.  Approved. [Motion: Norrington, 2nd: Yonce,

         Vote:  Unanimous]

 

 OTHER BUSINESS:

 

 

Mayor Maddox mentioned the following:

·         There will be a covered dish supper 6:00 Thursday, November 12, 2009 at the Jonesboro Firehouse Museum.

·         There will be a Neighborhood Watch meeting Monday, November 16, 2009 at 170 South Main Street. The meeting starts at 6:30.

·         Report on Streetscape project

·         Report on Sidewalk project

·         Report on Election

 

 

Considered motion to adjourn.  Approved.  [Motion: Mann, 2nd: Norrington, Vote:
