COUNCIL MEETING MINUTES

May 11, 2009

 

 

The City of Jonesboro Mayor and Council held their monthly Council meeting on Monday, May 11, 2009.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Bobby Wiggins, Councilmember

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                    Rick Yonce, Councilmember

                                   

Staff Present:            Chief Brad Johnson, Major Tim Jessup, Public Works Director Joe

                                    Nettleton and Janice Truhan – City Clerk.

 

Mayor Maddox called the meeting to order. Prayer was given by Councilmember Norrington.  The Pledge of Allegiance followed.

 

Minutes of the April 13, 2009 Regular Meeting minutes were considered.  Approved with amendment to item ÔDÕ to reflect approval of voting machines. [Motion: Grider, 2nd: Yonce, Vote: Unanimous].

 

Public Comments were given by John Crane, Pat Sebo, Larry Boak, Buddy Sealey, Beverly Lester, and Travis Cantrell.

 

OLD BUSINESS:

 

The Council considered the following items A – B on the Agenda:

 

A.     Considered amending Robertson Sanitation Contract.  Motion made to delete Item A –

       Roberston Sanitation Contract from the agenda.  Approved. [Motion: Grider, 2nd:  

 Norrington, Vote: Unanimous]    

 

B.   Considered disposition of Garbage Truck. Motion made to delete Item B – from the agenda.

       Approved.  [Motion: Grider, 2nd: Norrington, Vote: Unanimous].

 

NEW BUSINESS:

 

The Council considered the following items C – J on the Agenda:

 

C.   Considered Home Based business application – F & F Cleaning Service, Mr. Barry

       Freeman – 117 Irvin Street.  Approved.  [Motion: Mann, 2nd: Grider, Vote: Unanimous].

 

D.    Considered Occupational Tax Certificate – Auto Broker flat rate of $3,000. 

        Discussion ensued with all in agreement that flat rate will not be imposed and that auditing

        needs to be enforced to eliminate fraud.  Denied. [Motion: Grider, 2nd: Yonce, Vote:

        Unanimous].

 

E.    Considered approval of Cobra Administration program. Approved. [Motion: Wiggins, 2nd:         

        Norrington, Vote: Unanimous].

 

F.    Considered bids for automated Siren System. Discussion ensued and Council awarded to

        Sirens for Cities. Approved. [Motion: Powell, 2nd: Norrington, Vote- Yea: Powell, Mann,

        Norrington, Wiggins, Nay – Grider & Yonce].

 

G.    Considered award - Building Inspector.  Motion made to postpone bid for Building

        Inspector for two months. Postponed. [Motion: Powell, 2nd: Wiggins, Vote: Unanimous].

 

H.    Considered approval of bid for Roofing Services – Public Works.  Discussion ensued.

        Motion made to approve Temco as awarded vendor. Approved. [Motion: Norrington, 2nd:

        Wiggins, Vote: Unanimous].

 

I.     Considered motion to enter Executive Session for the purposes of discussing litigation and

        Personnel.  Approved. [Motion: Norrington, 2nd: Mann, Vote:  Unanimous].

 

J.     Considered motion to resume Regular meeting. Approved. [Motion: Norrington, 2nd:

        Mann, Vote: Unanimous].

 

   OTHER BUSINESS:

 

Mayor Maddox mentioned the following:

á      There will be a covered dish supper 6:00 Thursday at the Jonesboro Firehouse Museum.

á      There will be a Neighborhood Watch meeting May 18th, 2009 at 170 South Main Street. The meeting starts at 6:30.

á      May 16, 2009 will be Jonesboro Days at the Firehouse Museum and Community Room. Festivities begin at 11:30 a.m. There will also be activities all day, and Frankly Scarlett will perform between 5 – 8 p.m. on the Courthouse lawn.

á      May 30, 2009 the Scouts will have a flag ceremony at the Cemetery
