MARCH 31ST. 2009
AMENDED
The City of Jonesboro Mayor and Council held a Called Council meeting on Tuesday, March 31st, 2009. The meeting was held at 1:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Luther Maddox, Mayor
Bobby Wiggins, Councilmember
Clarence Mann, Councilmember – absent
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Billy Powell, Councilmember
Rick Yonce, Councilmember
Staff Present: Janice Truhan – City Clerk and City Attorney Steven Fincher
Mayor Luther Maddox called the meeting to order at 1:00 p.m.
Mayor Maddox gave the floor to Georgia Department of Transportation (GDOT) officials – Eric Stevens, Division Representative, and True Hummer with GRETA. Discussion ensued regarding station placement, cost, and Clayton CountyÕs part in the process. The City Mayor and Council were all in agreement that a station needs to be pursued in Clayton County due to the lack of financial resources, possibility of historical damage, and traffic congestion problems that would occur.
Mr. Tommy Newsome of Newsome Engineering presented to the Council a spreadsheet identifying costs for bore permits, utility agreements and Norfolk Southern Force agreement status related to the Streetscape project. Mr. Newsome stated that we (City) are in the 11th hour meaning we are very close to receiving GDOT approval. Estimated July or August construction start date. The permits were turned over to the Mayor, who then turned them over Steven Fincher of Fincher Denmark & Williams for review. A motion was made to authorize signing of permits, by Mayor Maddox, upon attorney approval. [Motion: Grider, 2nd: Norrington, Vote: Unanimous].
Worksession was conducted following the GDOT and Newsome Engineering meetings to discuss findings, as of this point, made by recently appointed ARGUS broker Roxanne Wells. Janice Truhan addressed the Council discussing the current policy, what the bids from ARGUS will contain, and how they will be presented.
Mayor Luther Maddox called for a motion to adjourn. Approved. [Motion: Grider, 2nd; Norrington, Vote: Unanimous].
