COUNCIL MEETING MINUTES
January 12, 2009
The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, January 12, 2009. The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.
Council Present: Rick Yonce, Mayor Pro Tem
Bobby Wiggins, Councilmember
Clarence Mann, Councilmember
Roger Grider, Councilmember
Wallace Norrington, Councilmember
Billy Powell, Councilmember
Luther Maddox, Mayor - Absent
Staff Present: Brad Johnson, Joe Nettleton, Charles
Carpenter, Tim Jessup and Janice Truhan
Mayor Pro Tem Yonce called the meeting to order at 7:01 p.m. Prayer was given by Councilmember Norrington, and the Pledge of Allegiance followed.
Minutes of the December 2nd, December 5th, December 11th, and the December 29th and the December 11th, 2008 Regular meeting were considered. Approved. [Motion: Grider, 2nd: Norrington, Vote: Unanimous]
Public Comments were given by Mrs. Nancy Coffman regarding Executive Session verbiage.
Mayor Pro Tem Yonce requested a motion to enter Executive Session. Approved. [Motion: Grider, 2nd: Powell, Vote: Unanimous].
Mayor Pro Tem Yonce called for a motion to resume the Regular meeting. Approved. [Motion: Powell, 2nd: Norrington, Vote: Unanimous].
Motion was made to amend the Agenda to consider setting all
Department Heads, Assistant Department Heads and Police Department Lieutenants
as salaried positions, and to consider approval of amendment of the Alcohol
Ordinance in order to revise sign posting requirements to match state of 10Ó x
10Ó. Approved. [Motion: Grider, 2nd: Powell,
Vote: Unanimous].
The Council considered the following items A – K on the Agenda:
A. Considered appointment of Mayor Pro Tem. Nomination for Mr. Yonce, and Mr. Norrington
were nominated. A vote was taken. Mr. Norrington – 1 vote – Mr. Wiggins and Mr. Yonce
– 4 votes Mr. Powell, Mr. Mann, Mr. Grider and Mr. Norrington. Mr. Grider made a request
to close nominations and voting and was seconded by Mr. Powell.
B. Considered
re-appointment of City of Jonesboro employees. Approved. [Motion: Mann, 2nd:
Wiggins, Vote: Unanimous].
C. Considered, by resolution, waving the martin Luther King parade fees for 2009. Approved.

D. Considered
approval of 2009 Holiday schedule.
Approved. [Motion: Powell, 2nd: Grider,
Vote: Unanimous]
E. Considered by resolution, the appointment of Mayor Pro Tem Rick Yonce, to act in stead of
and in the absence of Mayor Luther Maddox, through majority vote and empowered to act as
Chief Executive Officer. Discussion ensued regarding the terms of Mayor MaddoxÕs return.
Approved. [Motion: Grider,
2nd: Powell, Vote: Unanimous].
F. Considered re-approval of resolution in Support of House Bill 1033, and the desire of the
City to not use City funds for operation deficits on the Macon/Atlanta commuter rail.
Approved. [Motion: Powell, 2nd: Grider, Vote: Unanimous].
G. Considered appointing Councilmember to the Clayton County Municipal Association
Board. Discussion ensued. Councilmember Grider nominated Councilmember Norrington,
Councilmember Norrington nominated Councilmember Powell, Councilmember Mann
nominated Councilmember Wiggins. Councilmember Wiggins declined, Councilmember
Norrinton declined. Councilmember Powell agreed.
H. Considered approval to create a rental agreement for 173 Cloud Street residence. Approved.
[Motion: Grider, 2nd: Norrington, Vote: Unanimous].
I. Considered authorizing repairs to 173 Cloud Street residence in preparation of rental.
Approved. Discussion ensued. Agreed that R.F.P.Õs need to go out that will provide a
Certified Plumber, Certified
H.V.A.C. Technician – of record.
Approved. [Motion: Grider,
2nd: Powell, Vote: Yea – Grider, Powell, Mann, Norrington, Nay – Wiggins].
J. Considered motion to set Department Heads, Assistant Department Heads, and Police
Department Lieutenants to
salaried. Approved. [Motion:
Mann, 2nd; Norrington, Vote:
Unanimous].
K. Considered motion to amend Alcohol ordinance, to revise sign posting requirements to
mirror state 10 x 10. Further discussion ensued and it was agreed to modify the entire
Alcohol Ordinance. Approved. [Motion: Powell, 2nd: Grider, Vote: Yea – Grider, Powell,
Mann, Wiggins, Abstain: Norrington].
The Council considered Other Business:
Mayor Pro Tem Yonce mentioned the following:
á There will be a covered dish supper 6:00 Thursday at the Jonesboro Firehouse Museum.
á There will be a Neighborhood Watch meeting January 19th, 2008 – at 6:30 at 170 South Main Street.
