COUNCIL MEETING MINUTES

DECEMBER 14, 2009

 

The City of Jonesboro Mayor and Council held their monthly Council meeting on Monday, December 14, 2009.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Bobby Wiggins, Councilmember

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                    Rick Yonce, Councilmember

                                   

Staff Present:            Tim Jessup – Chief of Police; Joe Nettleton – Public Works Director; Janice Truhan – City Clerk; Sandra Meyers – Finance Officer; Pat Daniel – Administrative Assistant; Charles Carpenter – Code Enforcement Officer.

 

Mayor Maddox called the meeting to order at 7:00 p.m.  Prayer was given by Councilmember Norrington.  

 

Minutes of the November 9th, 2009 Regular Meeting were considered.  Approved with amendment to the minutes. Corrected to reflect correct pronunciation regarding the wording of Charles Carpenter being present. Approved with correction. [Motion: Yonce, 2nd: Wiggins, Vote: Unanimous].

 

There were no Public Comments.

 

OLD BUSINESS:

 

There was no old business to consider.

 

THE COUNCIL CONSIDERED ITEMS A – E ON THE AGENDA:

 

NEW BUSINESS:

 

A.     Considered approval of proposed 2010 City of Jonesboro Budget.  Approved. [Motion: Yonce, 2nd: Norrington, Vote: Yea: Grider, Mann, Norrington, Wiggins, Yonce; Nay: Powell].

 

B.   Considered discussion of City Ethics Committee.  Mayor referenced that this was discussed

       during Work session.  No need to discuss further.

 

C.    Consider motion to enter Executive Session for the purpose of discussing personnel matters. 

        Approved. [Motion: Norrington; 2nd: Mann, Vote: Unanimous].

 

 

D.     Motion to resume Regular meeting. Approved. [Motion: Norrington, 2nd: Powell, Vote: 

         Unanimous]. 

 

E.     Considered vote on matters discussed in Executive Session.  None. No vote taken. 

 

OTHER BUSINESS:

 

Mayor Maddox mentioned the following:

 

á      There will be a covered dish supper 6:00 Thursday December 17th, 2009 at the Jonesboro Firehouse Museum.

á      There will be a Neighborhood Watch meeting December 21st, 2009 at 170 South Main Street. The meeting starts at 6:30.

á      A report on the Streetscape project - the documents between the City and GDOT were signed and that a letter to proceed would be issued in January 2010.

á      Report on progress of City operated Garbage Service by Joe Nettleton Public Works Director: the truck was out last week and today insuring that it was ready for its first run. The West side of the tracks will be January 6th, 2009 – the 1st day for

City pickup; and the 2nd day being January 7th, 2009 (Thursday) covering the East side of the tracks. Mc Donough, Stockbridge Rd, Jodeco Rd and anything on Jonesboro road is on the same day as the East side pickup.

 

Councilmember Bobby Wiggins made a statement regarding HIDA dollars asking Chief Jessup if more monies are coming in, than going out.  He stated yes.

 

Councilmember Wiggins also asked about the Gifts to the City program and what was the status of that.  Mayor Maddox stated that the City Attorney reviewed their agreement and found that the GiftÕs to the City program will keep ownership of the signs.

 

Councilmember Wiggins also requested the status of the 3rd sign for the Firehouse Museum, bought our of Firehouse Museum funds.  The Mayor stated he would check with the committee as none were present at the meeting.

 

Councilmember Wiggins also stated that he wanted a vote to re-instate the Golf Cart Ordinance.  Discussion ensued.  The agenda was not amended, but a vote was taken with a motion made by Councilmember Wiggins to re-instate.  No approval as lack of a quorum.  [Motion: Wiggins, 2nd: Powell, Vote: Yea, Wiggins, Norrington, Powell].

Mayor Maddox reiterated that the Golf Cart Ordinance was being redone.

 

Mayor Maddox called for a motion to adjourn: Approved.  [Motion: Norrington, 2nd: Powell, Vote: Unanimous].
