COUNCIL MEETING MINUTES

AUGUST 11, 2008

 

 

The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, August 11th, 2008.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

 

Council Present:       Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                    Rick Yonce, Councilmember

                                    Bobby Wiggins, Councilmember

 

Staff Present:            Janice Truhan, Chief Wayne Rowland, Joe Nettleton, Brad Johnson and

                                    Charles Carpenter.

 

Mayor Maddox called the meeting to order.  Prayer was given by Councilmember Wallace Norrington. ÔColorsÕ were presented  by Scout Troop 136 and the  Pledge of Allegiance followed.

 

Minutes of the July 14, 2008 regular meeting were considered.  Minutes were approved with the following amendment, Chief Wayne Rowland was not present.    [Motion:  Grider, 2nd: Norrington, Vote:  Unanimous].

 

Mayor Maddox called for meeting public comments.  Public comments were made by Beverly Lester, Anne Wise, Ed Wise, Ernest Strozier, Jack Rainwater, Donald Mc Coy, Nancy Coffman and Annette Harris.

 

Mayor Maddox asked for an amendment to the agenda to Delete item ÔCÕ (Rezone Request) and insert ÔConsider Public Works Director request to replace Bucket Truck.Õ

 

The 2nd, in a series of two (2) Public Hearings were held regarding the ordinance for the adoption of International Property Maintenance Code. 

 

Mayor Maddox postponed the Rezone request hearing for Gary St. Clair & Bowlin Communities until September 2008.

 

The Council considered the following items A – I on the Agenda:

 

A.   Considered approval for Mayor and City Clerk to sign Bulls Eye Mapping contract.   

       Approved.  [Motion:  Yonce, 2nd: Norrington, Vote:  Unanimous]

 

B.   Considered Home Based business of Donald L. Mc Coy DBA Donald L. Mc Coy Lawn     

       Service.  Approved.  [Motion:  Yonce, 2nd: Powell, Vote:  Unanimous]

 

 

C.    Considered Resolution to purchase Public Works Bucket Truck.  Approved after discussion 

        of budget related issues.  [Motion:  Norrington, 2nd: Powell, Vote:  Unanimous]

 

D.    Consider Resolution to enact Golf Cart Ordinance.  Approved.  [Motion:  Yonce, 2nd: 

        Powell, Vote:  yea – Grider, Powell, Mann, Norrington, Yonce; Nay – Wiggins]

 

E.     Consider approval of Health Benefits Broker.  Selected Doherty, Duggan & Rouse Insurors.

         Approved.  [Motion: Grider, 2nd: Norrington, Vote:  Unanimous]

 

F.      Executive Session.  Considered motion to enter Executive Session for the

         discussion of Personnel, Legal and Real Estate matters. Approved. [Motion: Norrington,

         2nd: Mann Vote:  Unanimous]

 

G.      Considered motion to resume regular meeting.  Approved.  [Motion: Grider, 2nd: Powell,

          Vote:  Unanimous]

 

H.      Considered appointment of Municipal Court Judge – Steven Lister.  Approved. [Motion:

          Grider, 2nd: Powell, Vote: Unanimous]

 

I.        Considered adoption of International Property Maintenance Code.  Approved. [Motion:

          Grider, 2nd: Norrington, Vote: Unanimous]

       

The Council considered Other Business:

 

          Mayor Maddox called for other business.

 

         The Mayor stated that will be a covered dish supper held at the Jonesboro Firehouse

         Museum Thursday, August 14th, 2008 at 6:00 p.m.

 

         The monthly Neighborhood Watch meeting will be held August 18, 2008 at 170 South

         Main Street Jonesboro at 6:30 p.m. 

          

         The monthly concert will be held August 16th on the Courthouse lawn.  Cindy Lou

         Harrington will perform.          

           

         Considered motion to adjourn.  Approved.  [Motion: Grider, 2nd:Powell, Vote:
