CITY OF JONESBORO The City of Jonesboro Mayor and Council held the September meeting on September 11, 2006. The meeting was held at 170 South Main Street at 7:00pm. Members Present: Councilman Luther Maddox, Staff Present: Sam Durrance, Public Works Director Jim Roberts, Police Department Minutes Approved: Councilman Yonce motioned to approve the August Minutes with one correction. Councilwoman Wenz seconded. The motion carried unanimously. Agenda Change: Mayor Day requested the council consider amending the agenda to have under Old Business, Item B-Budget Amendment and under New Business Item D should be First Reading not First Hearing, to delete Item G and Item L; then add two items, Consideration of Phone Tree and Consideration of City Wide Yard Sale. Maddox made a motion to approve the changes to the agenda to include the aforementioned items. Councilman Wiggins seconded the motion. The motion carried unanimously and the agenda was amended. OLD BUSINESS City of Murals: Linda Summerlin was unable to attend the council meeting. Discussion was held regarding the request for support of $10,000 for the mural project. Councilwoman Wenz made a motion to approve the $10,000 support if Ms. Summerlin is able to able to raise $78,000 support from the community. Councilman Maddox seconded. The motion carried with approval from Council members Yonce, Mann, Maddox and Wenz. Councilman Wiggins opposed. Budget Amendment: Discussion was held regarding the possibility of transferring monies from Fund Reserves to offset the Disposal Fees and allocating monies for new employee city hall staff. Councilman Wiggins made a motion to allow general administration funds to pay for two employees at city hall. Councilman Maddox seconded. The motion carried unanimously. No action regarding Budget Amendment for the Disposal Fees was taken at this time. PUBLIC COMMENT: Waters spoke regarding Wireless Services. M. Neely spoke of her concerns Jonesboro is facing. Pastor Steed presented a petition of signatures for their consideration regarding 210 Fayetteville Road and asked the council to consider having a special session to discuss a temporary permit. NEW BUSINESS Home Occupation: Kay Brewer requested a Home Occupational License to open her business Cakes by Kay at 106B Burkshire Court. Ms. Brewer states she will be delivering her cakes, no sign; she will be taking phone orders. Councilman Maddox made a motion to approve this home occupation. Councilwoman Wenz seconded the motion. The motion carried unanimously. Executive Session: Councilman Yonce made a motion to go into Executive Session to discuss personnel matters and pending litigation. Councilman Wiggins seconded. The motion carried unanimously. Councilman Maddox made a motion to resume Regular Session. Councilwoman Wenz seconded. The motion carried unanimously and Regular Session resumed. Zoning Reading: Mayor Day stated this is the First Reading Zoning Amendment 86-204 which will include Fortune Telling. Mayor explained copies are available for any interested party. Mayor Day concluded the First Reading of Zoning Amendment 86-204. There will be a Second Reading on the September 19th Called Meeting. DDA Update: Robert Hepler thanked the Mayor and Council for attending the recent DDA meeting. He encouraged the support of wireless services as both citizens and business will benefit and asked for a joint committee to be formed to get the project started. Mr. Hepler asked the council to consider annexation and that the DDA feels that having a Charter School will attract and bring in families and businesses. The DDA will be need a committee and chairperson to organize the Tailgate Farmers Market. Budget Hearing Dates: Mayor and Council discussed and set the following dates for the 2007 Budget Hearing Dates and Budget Work Sessions: Budget Work Session Monday October 30th at 6:00pm 170 South Main Budget Hearing Monday November 13th at 6:00pm 170 South Main Budget Work Session Tuesday November 14th at 6:00pm 170 South Main Budget Hearing Friday December 1st at 9:00am 124 North Ave. Budget Hearing Monday December 11th at 6:00pm 170 South Main Budget Adoption Monday December 11th at 7:00pm 170 South Main Community Room Update: Public Works Director Sam Durrance updated the council on the community room renovation process. Discussion was held regarding the roof, question of a sprinkler system, disposal of the debris, the possibility of applying for a CDBG grant and the need to create a line item for the cost of the renovations. No action taken at this time. Phone Tree Update: Councilman Wiggins updated the council about the machines needed, the options available and the cost of the equipment and support package. We can record our own messages and put the numbers in the computer for the system to call. Mayor Day asked Councilman Wiggins to get references on what other business or city is utilizing this technology. City Wide Yard Sale: Councilman Maddox made a motion to have the City Wide Yard Sale the last weekend of September and April which will be Friday, Saturday and Sunday. Councilwoman Wenz seconded. Under discussion Councilman Maddox amended the motion to state there will not be a charge for the yard sale permits, but folks do need to go by city hall and register. Councilwoman seconded his amended motion. The motion carried unanimously. OTHER BUSINESS Councilman Wiggins asked if Cakes by Kay will need to go thru the Health Department, which she will, he asked about the police vehicles payment, he requested Jon Walker's name be removed from the stationery and voice mail. Councilman Wiggins also requested a fire station key. Councilman Wiggins read a statement for the record (see attached). Mayor Day thanked Councilman Wiggins for his thoughts; she updated council on the metro county growth trends that will impact the city and its citizens. Mayor Day gave information on the housing trends in the area, the value of homes and how the equity in homes in the Clayton County area has gone down. Mayor Day read a published letter from Atlanta Mayor Shirley Franklin regarding the future of the economy. The information is available to everyone. Councilman Yonce asked for Chief Roberts to address the council regarding pan handling and small burglary problems in the neighbors. Chief Roberts updated the council on the current status of the burglaries and referred the council to his department stats. He stated the foot traffic has increased with the recent opening of the alternative school on Lee Street. Pan handling and loitering is increasing all over the city. Chief Roberts assured the council the department is working on these problems and urged citizens to contact the police department when they see something or someone out of the ordinary. Councilman Maddox read his answers (see attached) to the questionnaire for the record and explained his reasons and concerns. Councilman Mann thanked all the citizens for coming to the council meetings. He read a statement regarding his answers to her questionnaire. He read a statement for the record (see attached) regarding grant monies and economics. He requested more action and less talking. Mayor Day explained $300,000 was put in the bank that was not spent last year, the city has nearly four million dollars, the city is not broke. There being no further business, Councilman Mann made a motion to adjourn. Councilman Maddox seconded. The motion carried unanimously.
