CITY OF JONESBORO The City of Jonesboro Mayor and Council held their regular monthly meeting on October 10, 2005 at 170 South Main Street, Jonesboro, GA 30236 at 7:00pm. The following were in attendance: Members present: Council member Yvette McDonald Council member Donna Meadows Council member Wallace Norrington Council member Rick Yonce Council member Linda Wenz Mayor Joy B. Day Staff present: Sam Durrance, Public Works Director Stacey Inglis, Finance Officer Kathryn Lookofsky, DDA Jim Roberts, Interim Police Chief Jon Walker, City Manager Minutes Approved: Councilwoman McDonald made a motion to approve the September 12, 2005. Councilwoman Wenz seconded. The motion carried unanimously. Conditional Use Permit: Pastor Willard Smith requested the property located at 210 Fayetteville Road be issued a Conditional Use Permit for Assembly. Councilman Norrington made a motion to approve the Conditional Use Permit. Councilman Yonce seconded. Council members McDonald, Wenz and Meadows voted against the issuance of a Conditional Use Permit. Council members Norrington and Yonce voted to approve the Conditional Use Permit. The request was denied. Sale of Surplus Equipment: Councilwoman McDonald made a motion to send the surplus equipment to auction. (see attached surplus equipment list). Councilman Yonce seconded the motion. The motion carried unanimously. GMA Lease for Backhoe: Councilman Norrington made a motion to approve the GMA Lease Agreement for the new Komatsue Backhoe ($36,179.55). Councilwoman Wenz seconded the motion. The motion carried unanimously. Poll Workers Approved: Councilwoman Meadows made a motion to approve having the following poll workers for the upcoming November 8th Election, B.J. Burrell, Louise Bunn, Barbara Pirkle, Amanda Roberts, Katherine Smith and Vickie Smith. Councilman Norrington seconded. The motion carried unanimously. Massengale Park Signage: Councilwoman McDonald made a motion to approve adding signage at Massengale Park. (see attached) Councilwoman Wenz seconded. The motion carried unanimously. Budget Work Session Dates: Councilwoman Wenz made a motion to approve the following dates for Budget Work Sessions/Budget Public Hearings, Budget Work Session dates are November 11th 12-5:00pm and November 12th 9:00am-1:00pm, with Budget Public Hearing Dates November 14th at 6:00pm, November 29th at 6:00pm and December 8th at 11:00am. Councilman Norrington seconded the motion. The motion carried unanimously. Executive Session: Councilman Norrington made a motion to go into Executive Session to discuss pending litigation and personnel matters. Councilwoman McDonald seconded the motion. The motion carried unanimously. Regular Session: Councilman Norrington made a motion to resume Regular Session. Councilwoman Wenz seconded. The motion carried unanimously. Regular Session was resumed. OTHER BUSINESS Councilman Yonce made a motion to have the City of Jonesboro make a donation in the amount of $1,000 to the Salvation Army. Councilman Norrington seconded the motion. Under discussion, City Manager reviewed state guidelines regarding charitable organizations and offered other ways in which the city and its employees could assist the cities/victims affected by Hurricanes Katrina & Rita. Councilman Norrington withdrew his second on the motion. The motion died for lack of second. There being no further business, Councilman Norrington made a motion to adjourn.
