COUNCIL MEETING The regular meeting of the Jonesboro Mayor and Council was held November 10, 2003 at 170 South Main Street at 7:00 pm.

Mayor Day began the meeting with the Pledge of Allegiance. Minutes: Councilman Norrington motioned, seconded by Councilman Sewell to approve the October minutes as written. The motion carried unanimously. Comprehensive Plan: City Manager Jon Walker updated council that Robert & Company was the lowest qualified bidder at $34,000.00 to update our Comprehensive Plan. The timeline for adoption was discussed. The LCI recommendations will be taken into consideration when updating the plan. Councilman Sewell made a motion, seconded by Councilwoman McDonald to accept the bid from Robert and Company to update the comprehensive plan in 2004. The motion carried unanimously. Rezoning of Land Stockbridge Road: Tim Tittle requested nine acres at Land lot 17, District 12 be rezoned from C2 Commercial to RM2 Multi-Family for 73 town homes. Project would have walking trails, comply with all city ordinances, end units would have majority brick façade. Homeowners Association would be responsible for streetlights, walking trails, road, etc. A privacy fence would surround the area behind shopping center and the school. Councilman Maddox motioned, seconded by Councilman Norrington to approve Mr. Tittle’s request for rezoning of this property from C-2 to RM2 Multi Family as set forth in the documents and the façade to be as shown in the proposed designs. The motion carried. (Reference Ordinance to Amend Zoning Regulations-Rezone 03-03). Home Occupational License: Duane Edmond requested a Home Occupational License to operate (as a home office) Property Management Company at 340A West Avenue. Councilwoman McDonald motioned, seconded by Councilman Yonce to approve this request. The motion carried. Purchase Cards: Jon Walker reviewed with Council the benefits and limitations that a purchase card can offer the city. Councilman Maddox motioned seconded by Councilwoman McDonald to have the Mayor and City Manager start the procedure for change over to the State of Georgia Purchasing Card program. The motion carried unanimously. Mayor Day asked the council to amend the agenda as to have the variance request heard prior to the Budget Hearing. Councilman Sewell so motioned. Councilman Norrington seconded. The motion carried. Storage Variance Request: John McMillan from Clayton Salvage on South Avenue requested a variance for outside storage containers for his business. He explained his back property is limited due to water/sewer drains on building a permanent structure. Councilman Norrington made a motion to table for the December meeting so that further information may be obtained. Councilwoman McDonald seconded. The motion carried. Budget 2004 Presentation: City Manager Jon Walker explained the budget utilizes the Uniform Chart of Account which is state mandated and described various aspects of the budget, such as insurance breakdown, debt services to each department, new positions, repairs to municipal buildings, etc. Police Chief Harris reviewed the Police Budget. Fire Chief Jimmy Wiggins highlighted the Fire Dept. budget which request full time fire fighters as it is more difficult to have volunteers and the approximate cost of $30,000 to update the recently purchased fire engine. He updated the council on the status of the fire vehicles. Public Works budget was reviewed with possible assistance from SPLOST for the streetscape and LARP projects. The proposed FY2004 budget is $4,424.531. Under other business Chief Wiggins advised the council that the following officers were elected at the last department meeting:
Jimmy Wiggins Fire Chief Mayor Day reminded everyone present about the upcoming Holiday Parade on November 22, 2003. A young man in the audience voiced concern about problem at the Housing Authority. He was referred to Chief Harris for follow-up. There being no further business, Councilman Sewell made a motion, seconded by Councilman Norrington to adjourn. ____________________ ___________________
