City of Jonesboro The City of Jonesboro Mayor and Council held a regular council meeting on June 13, 2005 at 7:00pm. The meeting was held at 170 South Main Street.
Members present: Council member Yvette McDonald Council member Donna Meadows Council member Wallace Norrington Council member Clifford Sewell Council member Rick Yonce Council member Linda Wenz Mayor Joy B. Day Staff present: Sam Durrance, Public Works Director Stacey Inglis, Finance Officer Kathryn Lookofsky, DDA Jon Walker, City Manager Minutes Approved: Councilman Sewell motioned, seconded by Councilman Norrington to approve the May 9, 2005 minutes as written. The motion carried unanimously. OLD BUSINESS Pouring License: Councilwoman Wenz made a motion to approve the alcohol pouring license for Harold’s Barbeque contingent upon the restaurant meeting the distance requirements relating to a church. Councilwoman McDonald seconded. Under discussion Councilwoman McDonald wanted assurance the opening will be the required 100 yards distance from the church. Council members Norrington, Yonce and Sewell opposed the motion, Council members McDonald, Meadows, Wenz supported the motion. The motion carried with Mayor Day breaking the tie. NEW BUSINESS Appointment to Historic Preservation Commission: Mayor Day reviewed Ms. Adasme application for appointment to Historic Preservation Commission. Councilman Sewell made a motion to approve the appointment of Ms. Adamse. Councilwoman McDonald seconded. The motion carried unanimously. Variance Request: City Manager Jon Walker reviewed staff report which recommends disapproval of 6 foot variance request from James Henderson at 117 Watterson Street. Mr. Henderson addressed the council stating the house could be moved as it is still on wheels if the council wants the variance on front or rear setback. Mayor Day asked about the front porch and the distance of the back yard setback. Councilman Norrington stated he has spoken with the neighbors and they are okay with Mr. Henderson’s request. Mayor Day asked for public comment. Larry Boak spoke in support of Mr. Henderson. Mayor Day called for any other comments; there being no other comments, the public hearing was closed and Mayor Day asked Mr. Henderson for any other comments. Mayor Day called for a motion. Councilman Sewell made a motion to approve the variance of a six (6) foot setback for the rear yard. Councilman Yonce seconded. The motion carried with Councilwoman Wenz opposing. Rezone Request: City Manager Jon Walker reviewed the staff report which recommends approval of the rezoning of 291 North Main Street from (C-1) Commercial 1 zoning to (C-2) Commercial 2 with multiple conditions. Mayor Day explained property was rezoned from R1 to C1 in September 1984 and was issued a conditional use permit in 1986. Mayor Day called for public comment regarding this rezone request. Ms. Coots asked if the property would be kept up or would it be like the property on the south end of town. There being no further public comment Mayor Day closed the public hearing. Mayor Day asked if anyone is living in the mobile home, Mr. Brannan states no. Councilmember Wenz asked if there will be any wreck or abandoned cars on the property. Mr. Brannan states just the ones being repaired. Councilmember Wenz requested the recommendations in the staff report be read. Mayor Day read each recommendation. Councilman Sewell made a motion to approve this rezone request as long as recommendations are met. Councilwoman McDonald seconded. The motion carried unanimously. Adult Entertainment Ordinance Amendment: Mayor Day stated that this will be the second reading/public hearing of the Amendments to the Adult Entertainment Ordinance. She read the changes under consideration and called for public comment. No public comments made. Mayor Day closed the second public hearing. Mayor Day requested a motion to table consideration of the Amendments to the Adult Entertainment Ordinance. Councilman Sewell made a motion to table the Adult Entertainment Ordinance Amendment at this time. Councilwoman McDonald seconded. The motion carried unanimously. OTHER BUSINESS Mayor Day announced the public hearings dates regarding millage have been set for 11:00am and 6:00pm on June 30th and again on July 11th at 6:00pm. Mayor Day announced there will be a public hearing regarding the zoning ordinance on June 27th at 6:00pm. All the public meetings will be held at 170 South Main Street. In addition Mayor Day invited the public to attend the Arts Clayton opening July 5th and the next summer concert on July 9th at 7:00pm. Councilman Yonce asked the council to consider reimbursement for four firefighters regarding their Nextel bill totaling $875.00. After discussion, Councilman Yonce made a motion to approve reimbursement to the firefighters for the Nextel bills. Councilman Norrington seconded. The motion carried unanimously. There being no further business, Councilman Sewell made a motion to adjourn. Councilman Norrington seconded. The motion carried.
