City of Jonesboro The City of Jonesboro Mayor and Council held their regular monthly council meeting on December 6, 2004 at 7:00pm. The meeting was held at 170 South Main Street.
Members Present: Council member Yvette McDonald Council member Donna Meadows Council member Wallace Norrington Council member Clifford Sewell Council member Linda Wenz Council member Rick Yonce Mayor Joy B. Day Staff Present: Sam Durrance, Public Works Director Stacey Ingles, Finance Officer Kathryn Lookofsky, Main Street Director Robert Thomas, Police Chief Jon Walker, City Manager Jimmy Wiggins, Fire Chief Mayor Day began the meeting with the Pledge of Allegiance. Agenda Amendment: Mayor Day requested an amendment to the agenda to include two items for consideration, Copier Lease and Budget Hearing. Councilwoman McDonald motioned to approve the amendment to the agenda as Mayor Day requested. Councilman Sewell seconded. The motion carried unanimously. Minutes Approved: Councilman Sewell made a motion to approve the November minutes as presented. Councilman Norrington seconded. The motion carried unanimously. Alcoholic Beverage Ordinance: Attorney Dave Winkle was present to review the proposed Alcoholic Beverage Ordinance. Mayor Day opened the public hearing regarding this ordinance. B. Powell, C. Ayers and A. Dickson had questions regarding the hours of sales, package sales. Mayor Day asked for any other comments from the public or council. There being no further public comments, Mayor Day closed the public hearing regarding the Alcoholic Beverage Ordinance. Master Lease Agreement with GMA: Councilman Sewell made a motion to authorize Mayor and City Manager to sign the Master Lease Agreement with Georgia Municipal Association. Councilman Norrington seconded. The motion carried unanimously. False Alarm Ordinance: Joel Logan presented the council with changes to the current alarm ordinance and asked if they would consider adopting the new ordinance at their next meeting. Roofing City Hall: Joel Logan reviewed with council the bids received for a new roof at City Hall. He asked the council to approve the roofing contract with Parker & Sons in the amount of $8,510, which includes removing two layers of shingles and a 30-year warranty. Councilman Sewell made a motion to approve having Parker & Sons roof the city hall with cost not to exceed $8,510. Councilman Norrington seconded. The motion carried unanimously. Copier Lease Agreement: Joel Logan advised the council of the quotes he received for leasing copier machines for city hall and the police department. He recommended Tri Copier Services out of Fayetteville, at a monthly fee of $234 for three years for each machine. Councilwoman Meadows motioned to lease copy machines from Tri Copier Services. Councilwoman McDonald seconded. The motion carried unanimously. Downtown Development Authority Enactment: Mayor Day reviewed with council the description of the Development Authority. No action will be taken until after executive session. Mayor Day asked for comments regarding the Downtown Development Authority from the council and public. There being not comments, Mayor Day asked for a motion to go into Executive Session. Councilman Yonce made a motion to go into Executive Session. Councilwoman McDonald seconded. The motion carried unanimously. Councilman Sewell made a motion to resume Regular Session. Councilman Norrington seconded. The motion carried unanimously. Downtown Development Authority: Mayor Day asked the council to consider the enactment of the Downtown Development Authority and the appointment of the board. The following names were recommended: Abb Dickson, Wesley Hargrave, Suzanne Igler, Jeff Mayday, Dallas Matthews, Susie McCray and Sharon Schilling. The only adjustment to be made would be to extend the boundaries of the district eastward on Stockbridge Road to the city limits. Councilwoman Meadows made a motion to approve the appointments and extension. Councilman Norrington seconded. The motion carried unanimously. Budget Hearing: Mayor Day opened the public hearing regarding the proposed 2005 Budget and read a statement regarding the Jonesboro Fire Department. Many citizens spoke of their support to keep the Volunteer Fire Department, voiced concern over the fire tax, questioned the milage rate, voiced concern on the response time of Clayton County, etc. Citizens voiced concern about the Sanitation Services and the collection of sanitation charges. Mayor Day thanked everyone present for being involved and explained that no decision has been made and the council is looking into options that would be best for the City of Jonesboro. The public hearing was closed. Mayor Day explained that any decision will be at a public meeting which will be advertised and posted. There being no further business, Councilwoman Meadows made a motion to adjourn. Councilman Norrington seconded.
