CITY OF JONESBORO
AUGUST 21, 2006
 COUNCIL MEETING

The City of Jonesboro Mayor and Council held the August meeting on August 21, 2006. The meeting was held at 170 South Main Street at 7:00pm.

Minutes Approved: Councilwoman Linda Wenz motioned to approve the July Minutes. Councilman Maddox seconded. The motion carried unanimously.

OLD BUSINESS

Commercial Sanitation Fees: Mayor Day reviewed information regarding Robertson Sanitation charges for Commercial Sanitation fees. Councilman Maddox made a motion for Robertson to follow the terms of the contract which allows fee increase not to exceed the Consumer Price Index. Councilman Wiggins seconded. The motion carried unanimously.

NEW BUSINESS

Public Comment: Public comments were made regarding the summer concert series, sanitation services, 210 Fayetteville Road, the grass along the right of ways and a residential property and a thank you to the Public Works Department for their hard work.

Executive Session:

Mayor Day asked for a motion to go into Executive Session to discuss Pending Litigation and Personnel Matters. Councilman Maddox made a motion to go into Executive Session. Councilman Mann seconded. The motion carried unanimously.

Councilman Mann made a motion to resume Regular Session. Councilwoman Wenz seconded. The motion carried and Regular Session resumed.

Downtown Development Authority Update: Robert Hepler updated the council on issues the DDA is considering, i.e. Wireless Communication, the Community Room, the Tailgate Farmers Market to be held on W. Mill Street, they are working on getting corporate sponsors for their Banner Campaign. Mr. Hepler asked the council to consider a financial donation and partnership with Arts Clayton for the "City of Murals" Project. He stated the DDA will be donating $1,000 to this project. In addition, Mr. Hepler informed the council the DDA would like to help with the community room at the station house.

DDA Proposals: Councilman Wiggins made a motion to authorize the use of the Farmers Market Day on W. Mill Street for the DDA City Market. Councilman Maddox seconded the motion. The motion carried unanimously. Mayor Day asked that the DDA keep the council informed of the dates and times.

"City of Murals": Linda Summerlin, Arts Clayton requested the council to financially support the National Endowment of Arts "City of Murals" Project. The mural project would be an added tourism value to the 25,000 people that come to Jonesboro looking for Tara. Many opportunities would be open to the public with this project. Councilman Maddox made a motion to table this request until more information is obtained. Councilman Mann seconded the motion. The motion carried unanimously.

Budget Adjustment 06-03: Mayor Day read the adjustment request and asked for a motion. Councilman Wiggins suggested that before an adjustment is done, Robertson Sanitation needs to be contacted for a refund. Councilman Wiggins made a motion to table this agenda item until the Mayor and he can meet with Robertson Sanitation. Councilman Mann seconded the motion. The motion carried unanimously.

Reserve Officers: Jon Crane requested the council to consider utilizing Reserve Officers to help the Police Department. Chief Roberts presented the pros and cons on the information he had regarding the use of Reserve Officers.

Special Election: Mayor Day requested council to consider having the Special Election on Nov. 7, 2006 to fill the unexpired term of Donna Meadows. Councilman Maddox made a motion to have the Special Election on November 7, 2006. Councilwoman Wenz seconded. The motion carried unanimously. Election Superintendent Joan Jones called for a Special Election to be held on Tuesday, November 7, 2006 with voting to be held at 264 North Main Street. The polls will be open 7:00am-7:00pm with qualifying dates on September 6, 7, & 8th of 2006.

Annual Yard Sale: Councilman Maddox made a motion to hold the city wide yard sale on the last Saturday of April and the last Saturday of September each year at no charge to the citizens, however residents would need to register with city hall. Councilwoman Wenz seconded the motion. The motion carried unanimously.

OTHER BUSINESS

Public Works Director Sam Durrance updated the council regarding LARP projects and asked for their feedback by August 28th and he invited council to walk the streetscape project with JJ&G on August 25th at 2:00pm. In addition, Mr. Durrance reviewed the Mill Street renovations cost breakdown with the council; this project would qualify for CDBG funding which is a non-matching funds should the council apply for the grant in October. Discussion was held on the Spring Street funding surplus ($34,000) which could be used for additional parking at Massengale Park or realigning of the creek bed at 157 Spring Street to the via duct under the west side of Fayetteville Road so water runoff will flow directly into a wetland on the west side of Tara Blvd. The 2005 CDBG contract would need to be amended should the council approve the drainage project addition. Councilman Maddox made a motion to authorize the Public Works Director to spend the money to complete the Fayetteville Road/Spring St. creek project. Councilman Wiggins seconded. Director Durrance updated the cost increase of materials for street paving which will be a line item in 2007 budget.

Councilman Wiggins asked about the Management letter from the city auditor and the phone tree information. In addition, he made suggestions on what can be done to get the fire station/community room open.

Mayor Day read statement for the records regarding property values, absentee landlords, partnering with LCI and the Main Street Projects. Mayor Day read statistics on the many cities which have been successful with their LCI and Main Street Projects. Millions of dollars have been awarded to benefit the citizens and businesses. Mayor Day read the memo previously submitted to the council for feedback. The information attached is for the record, she urged the city to come together, she wants and needs to hear from council about what their goals are for the city.

Police Chief Jim Roberts informed the council the Drug Task Force personnel will be returning to work within the police department.

There being no further business, Councilman Yonce made a motion to adjourn. Councilman Mann seconded. The motion carried unanimously and the meeting was adjourned.
