COUNCIL MEETING The City of Jonesboro Mayor and Council held their regular monthly meeting on August 8, 2005 at 170 South Main Street, Jonesboro, GA 30236 at 7:00pm. The following were in attendance: Members present: Council member Yvette McDonald Council member Donna Meadows Council member Wallace Norrington Council member Clifford Sewell Council member Rick Yonce Council member Linda Wenz Mayor Joy B. Day Staff present: Sam Durrance, Public Works Director Stacey Inglis, Finance Officer Kathryn Lookofsky, DDA Jim Roberts, Interim Police Chief Jon Walker, City Manager AGENDA AMENDMENT: Mayor Day asked the council to consider deleting items D –Adoption of Zoning Ordinance, E-Adoption of the Sign Ordinance, F-Adoption of the Development Regulations, and G-Adoption of Official Zoning Map. Councilwoman McDonald made the motion delete items D, E, F and G from the agenda and to consider them at a called meeting. Councilwoman Wenz seconded the motion. The motion carried unanimously. MINUTES APPROVED: Councilman Norrington made a motion to approve the July 11, 2005 Minutes as presented. Councilwoman McDonald seconded. The motion carried unanimously. Councilwoman Wenz made a motion to approve the July 21, 2005 Minutes as presented. Councilman Norrington seconded. The motion carried unanimously. HOME OCCUPATION: Jamie Hattaway from 217 Wallis Street requested a Home Occupation Certificate to operate his Janitorial Service. Chemicals used will be stored off site and he will use his work van to hold supplies. Councilwoman Meadows made a motion to approve Mr. Hattaway’s request for Home Occupation Certificate. Councilman Norrington seconded. The motion carried unanimously. DEPUTY REGISTRAR APPOINTMENT: Mayor Day asked council to consider appointing Donna Nettleton and Stacey Inglis as Deputy Registrars for the upcoming municipal election. Councilwoman Wenz made a motion to appoint Donna Nettleton and Stacey Inglis as Deputy Registrars for the city elections. Councilwoman McDonald seconded. The motion carried unanimously. PUBLIC HEARING: Mayor Day opened the Public Hearing on the proposed Zoning Ordinance, Sign Ordinance, Development Regulations and Zoning Map. Consultant Bill Johnston gave a presentation of the ordinances and reviewed the changes that were made due to previous public input. Public comments/questions were heard and answered. Mayor Day asked for other comments, there being no further comments Mayor Day closed the public hearing regarding the Zoning Ordinance, Sign Ordinance, the Development Regulations and the Zoning Map. BUDGET AMENDMENT #2: City Manager presented the Budget Amendment reducing the budget by $355,262. Councilwoman Meadows made a motion to approve Budget Amendment #2. Councilman Norrington seconded the motion. The motion carried unanimously. (See Ord. Bk. Pg 74) OTHER BUSINESS: A CALLED MEETING to consider adoption of the Zoning Ordinance, Development Regulations, Sign Ordinance and the new Zoning Map was set for Monday, August 15, 2005 at 6:00pm. There being no further business, Councilman Norrington made a motion to adjourn. Councilwoman Meadows seconded. The motion carried.
