COUNCIL MEETING MINUTES

August 13, 2007

The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, August 13, 2007.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street  Jonesboro, Georgia.

Staff Present:  Chief Wayne Rowland, Brad Johnson, Joe Nettleton, Janice Truhan, Charles Carpenter.

Mayor Day called the meeting to order, followed by the pledge of allegiance.

Public Comments were delivered by: Suzanne Igler, Barbara Emert, Robert Helper, Daniel Hudson, Bill Wells, Tony Upton, Nancy Reeves, Linda Summerlin, Mystique Van’O Linda, George Harper, and Jane Glaze.

Minutes of the July 09, 2007 monthly meeting were approved with corrections            [Motion:  Maddox, 2^nd: Grider, Vote:  Unanimous].  Minutes of July 23, 2007 Called Meeting were approved with corrections.  Correct minutes to strike duplicate entry for Councilperson Linda Wenz.  Councilperson Luther Maddox stated that Representative Steve Davis was present at the meeting and the minutes need to reflect that.  Mr. Davis name was not on the sign in sheet.  [Motion  Grider, 2^nd: Yonce, Vote:  Unanimous].

Motion made to enter Executive Session. [Motion: Maddox, 2^nd: Mann, Vote:  Unanimous].

Motion made to resume regular meeting: [Motion: Maddox, 2^nd: Wenz, Vote:  Unanimous].

The Council considered the following items -  A through N on the Agenda:

Item A – Resolution concerning terms of the Jonesboro Housing Authority Board members – Attorney Robert Mack.  Mr. Mack was not present.

Item B - Consider budget line item for Jonesboro “Streetscape” project. Mayor Day called for a motion.  [Motion:  Wenz, 2^nd: None.  Motion: Tabled due to lack of a 2nd].

Item C - Consider “Run with the Wind” Historical Jonesboro Fun Run set for October 13, 2007. Mr. Maddox suggested a route change to go up Lee Street to Dixon to Dean to Lee Street. To be coordinated by Chief Rowland.  [Motion:  Maddox, 2^nd: Grider, Vote: Unanimous].

Item D - Consider Firehouse Museum Budget Revision. Tabled for 60 days pending completion of investigation. [Motion: Mann, 2^nd: Grider, Vote: Unanimous, Motion Tabled due to lack of a 2nd].

Item E - Consideration of R.F.P. for 911 Dispatch System.  [Motion: Grider, 2^nd: Mann, Vote: Yea – Grider, Maddox, Mann, Yonce, No: Wenz, Mayor Day].

Item F - Consideration of R.F.P. for Information Technology consultant.  [Motion:  Grider, 2^nd: Mann, Vote: Unanimous].

Item G - Consideration of Annexation Services. Approval to hire temporary service agency person to assist in preparation of documents.  [Motion: Maddox, 2^nd: Grider, Vote: Yea – Grider, Maddox, Mann, Yonce.  No – Wenz].

Item H – Consideration of Ordinances for Appointment of Investigating Officer – Judge Boswell.  [Motion: Maddox, 2^nd: Yonce, Vote: Unanimous].

Item I - Consideration of Ordinance setting hearing procedure. Change to Ordinance numbering submitted by Powell and Goldstein at Council. Elimination of 90-20, 90-21, 90-22.  Motion to adopt latest version. [Motion: Maddox, 2^nd: Mann, Vote: Unanimous].

Item J - Consideration of home based business application – Jon-N-Tina’s Total Home and Grounds keeping.  [Motion: Grider, 2^nd: Mann, Vote:  Unanimous].

Item K – Consideration of home based business application – Open Eye Visual Arts – Mario D. Wyatt.  Mr. Wyatt was not present.  Motion made to delete.  [Motion: Maddox, 2^nd: Yonce, Vote: Unanimous].

Item L - Consideration of appointment of Police Officer position to Jonesboro Police Department – due to personnel constraints.  [Motion: Maddox, 2^nd:  Yonce, Vote:  Unanimous].

Item M – Consider Attorney Steven Lister for Ethics Committee.  [Motion: Maddox, 2^nd, Yonce, Vote:  Unanimous]

Item N:    Consider Motion to adjourn.  [Motion:  Grider, 2^nd:  Mann, Vote:  Unanimous].

Mayor Day stated that there was a covered dish supper Thursday at the Jonesboro Firehouse Museum.
