Council Meeting Minutes - Amended

The City of Jonesboro Mayor and Council held their monthly council meeting on Monday, April 09, 2007.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street, Jonesboro, Georgia.

Staff Present: 

Mayor Day called the meeting to order, followed by the pledge of allegiance.  Minutes of the March 2007 meeting were approved as written. [March 12, 2007 meeting, Regular Council Meeting, [Motion:  Maddox, 2^nd: Wiggins - Vote: Unanimous].

There was no old business to discuss, nor were their amendments to the Agenda.

The Council voted unanimously to go into Executive Session to discuss personnel matters and possible legal issues. [Motion: Wenz, 2^nd: Grider, Vote:  Unanimous].  Following Executive Session, the Council voted unanimously to resume regular session [Motion: Maddox, 2^nd: Wenz, Vote:  Unanimous].

The Council considered the following items (A through F) on the agenda:

• Considered resolution to purchase garbage truck, approved. [Motion: Maddox, 2 ^nd: Grider, Vote: yes – Grider, Maddox, Mann, Yonce; no – Wenz, Wiggins].
• Considered the parade permit for New Birth South Metropolitan Church. Representative- Elder Hazel P. Clayton; tabled.  [Motion to table: Maddox, Wiggins 2nd, Vote:  Unanimous].
• Considered request to create ordinance – Sunday alcohol sales. [Motion: Grider, 2^nd: Maddox;  Vote: yes – Grider, Maddox, Mann, Wiggins, Yonce; no- Wenz]. .
• Considered request to create ordinance – doubling of City Council and Mayor salary.  [Motion: Grider, 2nd: Yonce, Vote: yes – Grider, Maddox, Mann, Wiggins, Yonce; no - Wenz].
• Considered annexation R.F.P. proposals – Strategic Planning Initiatives L.L.C. & Fincher, Denmark and Williams.  Motion to deny R.F.P. proposals & re-issue May 15.   [Motion:  Maddox, Yonce 2^nd, Vote:  Unanimous]. 
• Considered business license request for Home Occupation – TOPO International, LLC, Joel Aviles – Owner.  Motion to deny, incorporation papers needed. [Motion: Maddox, 2^nd: Mann, Vote: Unanimous].

The minutes were amended as follows:  Mayor Joy Day and Councilmember Bobby Wiggins held a discussion April 9^th, 2007.  Mr. Wiggins requested an additional $15,000. dollars for the Firehouse Budget.  Mayor Day stated it would require a vote and it will be placed on next months agenda. Mr. Wiggins asked if he could go over his budget right now.  Mayor Day stated “Yes, you could and we can amend the budget next month.”

The meeting was adjourned by unanimous vote [Motion: Grider, 2^nd Maddox, Vote:  Unanimous].
