Regular Meeting
September 13, 1999


The regular meeting of Mayor and Council was held September 13, 1999 at the City Police Station, 170 South Main Street. Mayor Day and council members were present as follows: T. E. Adair, Richard Jester, Wallace Nonington, Clifford Sewell and Shirley Wynn; Yvette McDonald was absent.

The minutes of the August meeting were read and unanimously approved.

Mayor Day announced that the rezoning request on the acreage at the dead end of Wilburn Street and King Street has been postponed until the October regular meeting.

Sewell moved, seconded by Norrington, that the Personal Care Home Ordinance be postponed until October. The motion carried unanimously.

Mr. Oliver Wood was present on behalf of Securus House. Sewell moved, seconded by Wynn that the City donate $1,500 as requested. The motion carried unanimously.

On a motion by Wynn, seconded by Jester, the Truck Route Ordinance was tabled to be further studied at a work session. The motion carried unanimously.

Wynn moved that the Standard Unsafe Building Code be adopted- Jester seconded ; the motion carried unanimously. On a motion by Wynn, seconded by Jester, the ordinance concerning unsafe buildings in the City was adopted. The motion carried unanimously. Wynn moved, seconded by Sewell, that the ordinance concerning procedures for determining unsafe structures be adopted with some changes in the wording as indicated on the attached copy. All three copies are attached to the minutes for reference.

On a motion by Wynn, seconded by Adair, the Occupation Tax Ordinance
Amendment was adopted. The motion carried unanimously. A copy is attached to the
minutes for reference.

Having been properly posted and advertised, a hearing was held concerning the rezoning of the property at 106 Woodhaven Drive. The following spoke in opposition of the request: Mr. Mike Roper, Mrs. Nell Hughes, Mr. Tom Hand, Mr. Daryl Gibbs, Mr.Julius Williams and Mr. Brad Chaffin. Councilman Jester urged the Council to deny this request. Councilman Sewell suggested that the City stick with the Land Use Plan. Adair moved, seconded by Norrington, that the request be denied. The motion carried unanimously,

On a motion Wynn, seconded by Norrington, Michelle Tindall was granted permission to operate a Family Day Care center at 252 Highway 54. For the motion: Adair, Jester, Norrington and Wynn: Sewell opposed.

Wynn moved, seconded by Sewell, that the request of Don Johnson for a home occupation license at 118 Irvin Street be denied. The motion carried unanimously.

On a motion by Sewell, seconded by Wynn, Doris Brown was granted permission to operate her business of painting and decorating mailboxes from her home at 146 Burnside Street. The motion carried unanimously.

Mr. Travis Cantrell spoke in opposition to the request of Mr. Rogelio Busamante to serve beer at his Mexican restaurant at 1287 Spur 138. Mr. Busamante was not present. Sewell moved, seconded by Wynn , that this request be denied. The motion carried unanimously.

Wynn moved, seconded by Jester, that the Mutual Aid Agreements among the City of Jonesboro, City of Riverdale and City of Morrow be approved, The motion carried unanimously.

The sealed bids on surplus items were opened by Mayor Day. Action on the bids were as follows: Sewell moved, seconded by Norrington, that the bid of $301 from John Kohan on the 1990 Ford be denied. The motion carried unanimously. Also, Sewell moved that the bid from Mr. Kohan of $25 on the two wooden pews be denied. The motion carried unanimously. Wynn moved that the only bid of $50 from James Edwards for the computer monitor be accepted; Norrington seconded; the motion carried unanimously. Sewell moved that the high bid of $500 on the storage building from W.
Frank Rezek be accepted. Jester seconded; the motion carried. For the motion: Adair, Norrington, Jester and Sewell. Wynn abstained. On a motion by Norrington, seconded by Wynn the high bid of $76.50 on the scraper blade from Mr. Luther Maddox was accepted. The motion carried unanimously. Wynn moved, seconded by Sewell, that the high bids of Jack Branan on the wood chipper and bush hog be accepted, the bid on the wood chipper, $725 and $75 on the bush hog. The motion carried unanimously. Since there were no bids on the light fixtures, Wynn moved, seconded by Jester that they be donated to Glad Tidings Church or any church that may want them. The motion carried
unanimously.

Mayor Day read the bid from Grinnell Fire Protection for Sprinkling the City Hall. This was a bid of $9,319. Wynn moved, seconded by Norrington that this be tabled. The motion carried unanimously.

Mayor Day read a letter from Mr. Greg Tarbotton, President of the Keystone Company, complimenting the City Volunteer Fire Department on their professionalism and courtesy upon answering two recent calls at the Keystone Apartments.

Amanda Roberts was present on behalf of the Historical Society concerning the request of First Baptist Church to demolish the house at 158 Church Street. She asked that no action be taken until it can be determined if it is beyond repair. It was agreeable to wait until a building contractor can be consulted.

Public Works Director, James Massengale, recommended that a letter of gratitude be written to Clayton County for the very satisfactory paving of Courthouse Way and the railroad crossing at the depot.

Police Chief, Michael Montgomery, announced that the Red Ribbon Parade will be October 23d at 9:30 A. M. He reported that the Police Department is eligible for grant funds to purchase bulletproof vests.

Mayor Day stated that the City is working toward certification for the Police Department and a lower ISO rating. She also reminded everyone of the Christmas Parade to be November 20th at 4:30 P.M.

Linda Vickery addressed council concerning desired plans to have a business similar to that of a flea market at 8160 Tara Blvd. The floor area would be divided into booths and be more in the nature of a mall. There would be no merchandise outside and each vendor would be responsible for getting a business license. Mayor Day advised that this would be on the October regular meeting agenda.

There being no further business, Adair moved, seconded by Wynn that the meeting be adjourned. The motion carried unanimously.
