City of Jonesboro
Council Meeting
September 8, 2003

The City of Jonesboro Mayor and Council held a regular council meeting on September 8, 2003 at 7:00pm. The meeting was held at 170 South Main Street.

Members present:

  • Council member Ed Adair
  • Council member Luther Maddox
  • Council member Wallace Norrington
  • Council member Clifford Sewell
  • Council member Rick Yonce
  • Mayor Joy B. Day

Staff present:

  • Mark Harris, Police Chief
  • Sam Durrance, Interim Public Wks Director
  • Jon Walker, City Manager
  • Jon Webb, City Attorney

Minutes Approved: Councilman Sewell made a motion, seconded by Councilman Maddox to approve the August 11, 2003 minutes as written. The motion carried unanimously.

Agenda Amendment: Mayor Day asked for a motion to amend the agenda to include an Executive Session to discuss real estate and possible litigation. Councilman Maddox so motioned. Councilman Yonce seconded and the motion carried unanimously.

Home Occupational License Amendment: Mr. Tony Cole, Home Inspector License, consideration to amend license requirements of liability insurance in the amount of $500,000. Councilman Norrington motioned, seconded by Councilman Adair to require Mr. Cole to have at least $500,000.00 worth of liability insurance on his home inspector business. The motion carried unanimously.

Consideration of Retreat Date: Councilman Sewell motioned, seconded by Councilman Adair to approve the dates of November 14th and 15th at the Boardroom at Spivey Hall. The motion carried unanimously.

Comprehensive Plan: Councilman Maddox made a motion to have a RFP (Request for Proposal) for our Comprehensive Plan prior to the next meeting. Councilman Norrington seconded. The motion carried.

Consideration Modular Classroom: Mr. James Conard, Board of Education, reviewed with council the need for additional temporary modular classrooms at Jonesboro Middle School (2) and Arnold Elementary School (2). Councilman Sewell motioned, seconded by Councilman Yonce to have additional temporary modular classrooms at Jonesboro Middle School and Arnold Elementary. The motion carried unanimously.

Other Business:

  • John Thornton voiced concern about new homes on Thornton Drive, specifically the road and water run off. Mayor Day will ask the code enforcement officer to look into his concerns.
  • Pam Ferguson asked council for their support in her campaign for Probate Court Judge.

Executive Session: Councilman Sewell motioned seconded by Councilman Norrington to go into Executive Session. The motion carried unanimously.

Councilman Sewell motioned, seconded by Councilman Norrington to resume regular session. The motion carried, regular session resumed.

Councilman Sewell motioned to adjourn. Councilman Norrington seconded. The motion carried and the meeting was adjourned.
