Regular Meeting
September 10, 2001

The regular meeting of Mayor and Council was held September 10, 2001 at 7:00 p.m. with Mayor Day and the following members present: T.E.Adair, Luther Maddox, Yvette McDonald, Wallace Norrington, Clifford Sewell, and Rick Yonce.

Boy Scout Troop 909 was present and led in the Pledge to the Flag.

On a motion by Sewell, seconded by McDonald, the agenda was amended to add Suder Elementary School to item number six on the agenda which was a request for the erection of modular units. The motion carried unanimously.

The minutes of the August meeting were read and unanimously approved.

Due to a conflict of interested, Mayor Day turned the chair over to Mayor Pro Tem Clifford Sewell for the first agenda item. Brantley Day, 129 North Avenue, requested permission for a home office for his consulting business. Maddox moved, seconded by Norrington, that this request be granted. The motion carried unanimously.

Edie Young, representing "Keep Clayton County Beautiful" presented the City with an artistic piece of recycled glass in appreciation of the City's support. Also, James Massengale was presented with a certificate of appreciation for his involvement and support.

On a motion by Sewell, seconded by McDonald, the building permit request of Joel P.Roberts for a house at the corner of Burnside and Cloud Street was denied. The motion carried unanimously.

Mr.John Ramage represented the Board of Education upon their request for the property at 1058 Fifth Avenue be rezoned from R-2 (Residential) to O&I (Office & Institutional). After much opposition from the residents in the area, Maddox moved, seconded by Yonce that this request be denied. The motion carried unanimously.

Maddox moved, seconded by Norrington, that the rezoning request of Susan Hambrick, 199 North Main Street be granted, as requested, from O&I to CH(Church). For the motion were Maddox, Norrington, and Yonce; McDonald abstained. Opposing the motion were Sewell and Adair. The motion carried.

Upon the motion by Sewell, seconded by Norrington, the request of the Board of Education to erect modular units at Arnold Elementary School, Jonesboro Middle School, and Suder School was passed. For the motion were: Adair, McDonald, Norrington, Sewell, and Yonce. Maddox opposed the motion.

Sewell moved, seconded by McDonald, that the request of Lavinia Neal for a building variance at 109 Irvin Street be granted. The request was for a 5 foot variance from the back and side property lines. The motion carried unanimously.

On a motion by Sewell, seconded by McDonald, the request of Barbara Bishop, 1425 Sunnybrook Drive, to build a storage building within 5 feet of the side of her property was approved. The motion carried unanimously.

Dr.Milton Stevens, 176 South Main Street, was present requesting permission to park two tour buses at his location in connection with his tour bus leasing business. Norrington moved, seconded by Yonce that this request be granted. The motion carried unanimously.

Sewell moved, seconded by McDonald, that the request of OES Environmental to build a temporary building at 8140 Tara Blvd. be approved. The motion carried unanimously.

On a motion by Maddox, seconded by Norrington, the Unauthorized Intrusion Alarm was readopted. The motion carried unanimously.

Mayor Day reported that there will be a City Wide Yard Sale on October 13th. The fee will be waived, but registration at City Hall is required.

There being no further business, Norrington moved, seconded by McDonald that the meeting be adjourned. The motion carried unanimously.
