City of Jonesboro The monthly meeting of Mayor and Council was held September 11, 2000. Members present were as follows: Mayor Joy B.Day, Council members Luther Maddox, Wallace Norrington, Rip Sewell, Ed Adair, Rick Yonce, and Yvette McDonald. Sewell called for an addition to the agenda to include under old business the Taxi Cab Ordinance. Maddox motioned to amend the agenda to add the Taxi Cab Ordinance. McDonald seconded. The motion carried unanimously. The August minutes were read. Sewell requested an amendment to the minutes. Maddox seconded. The minutes were unanimously approved to include the said amendments. Mayor Day welcomed Boy Scout troop 911 to the meeting. She requested the scouts to lead the council in the pledge of allegiance. Under old business, Robert Johnson, 242 Jodeco Road presented the council with a letter from his neighbor Harold L.Chastine. The letter stated that Mr.Johnston's carport addition would cause no problem for him. Adair voiced his concern about the close proximity of the building to the neighbor. Mr. Johnston said the addition would be very nice. Norrington motioned to grant the building variance for 242 Jodeco Road. McDonald seconded. Sewell, Norrington, Maddox, McDonald, Yonce approved. Adair opposed. The motion carried. Mr.Johnston thanked the council before leaving. Maddox motioned to delete Theron Eubanks from the agenda since he did not show up. Sewell seconded. The motion carried unanimously. Mayor Day and council reviewed the Taxi Cab ordinance. McDonald motioned to approve the ordinance with a change from 1 taxicab per 2000 residents to 1 taxicab per 200 residents. Maddox seconded. The motion passed unanimously. Mayor Day reviewed the City Charter amended documentation and advised the council that notice has been posted in the paper. Lee Sexton and Rick Morris representing CBC Trucking Company on Turner Road, voiced concern that the Truck Route Ordinance would effectively put CBC Trucking Co. out of business. Sexton respectively submitted that this business, established in 1984. is under the grandfather clause and under OCGA 32-4-1. CBC has a good safety record. Owner Bill Clark, stated that with Jonesboro's new truck route along with Clayton County's truck route, his truckers are severely limited. He has only 10-12 trucks on the road at a time, averaging 6-7 trucks a day thru the city with more on Sunday. Mr.Clark requested the city allow his drivers to utilize North McDonough St. and the railroad crossing in front of Pope Dickson funeral home to get to Hwy.3 and Hwy.54. Mayor Day suggested that the City of Jonesboro and Clayton County get together and possibly have Turner road widened and create a solution for a truck turnaround area. Maddox made a motion to allow CBC trucks only to use the railroad crossing at North Main and Spring Street(Pope Dickson) until April 1, 2001. During this time, the city and county could work on a possible solution to help the truck traffic in the city. Norrington seconded this motion. The motion carried unanimously. Coldwell Banker representative Ted Phillips addressed coucil,(Chuck Jimison was called away of family emergency) requesting information on the possibility of having residential property at 105 Cecile Circle and 243 Wayne Avenue rezoned to Commerical property. Adair questioned Mr.Phillips regarding how the property would have road access. Mr.Phillips would request access off Hwy.138 and Cecile Circle. Council advised Mr.Phillips that it would depend on what the neighbors wanted and what type of business is proposed. Jeff Dickson came before Mayor and Council to request permission to have 5k run in the city limits on Saturday, October 28, 2000 at 5:00 pm with the proceeds going to the Rainbow for Girls & Shriners Children Hospital. Mr.Dickson had discussed the route with Chief Harris and was made aware of the need to reimburse the city for any expenses incurred. Maddox motioned that the agenda be amended to include Jeff Dickson's request for a Fun Run. McDonald seconded. Sewell called a point of order stating that the agenda cannot be amended twice in one meeting. Sewell made a motion to have a called meeting on Wednesday, September 13th at 5:30pm to act on this request. Norrington seconded. The motion carried unanimously. Fire Chief Jimmy Wiggins reminded everyone present that the Red Ribbon parade would be October 21st. He is still looking into furniture for the new station at a cost of about $20,000. There has been no open house date set. Mayor Day requested the council go into executive session. Yonce motioned for the council to enter executive session. Adair seconded. Motion carried unanimously. Maddox made a motion to resume the regular council meeting. Sewell seconded. The motion carried unanimously. Resident Mike Johnson, a truck driver who resides at 108 Johnson Street request access of North McDonough Street to Hwy.138 in order to come and go from his property. He stated he does not park his trailer at his home, but has a concrete pad for his semi. Mr.Johnston voiced his concerns regarding the safety and practicality of the truck route. He suggested having signs showing the truck route placed outside the city limits, which would give truckers time to adjust their route. Mayor Day thanked Mr.Johnson for his patience and recommendations. In other business, Adair asked the Mayor for an update on Mrs.Tilly's request regarding property at the corner of South Main Street and Chestnut Street. Mayor Day and Mrs.Tilly would be getting some feedback. Sewell requested that the Fire Department clean up the area around the aluminum bin located on Broad Street at the station. There being no further business, McDonald made a motion to adjourn the meeting. Norrington seconded seconded. The motion carried unanimously.
