City of Jonesboro The regular meeting of Mayor and Council was held October 8, 2001 with Mayor Day and the following members were present as follows: T.E. Adair, Luther Maddox, Yvette McDonald, Wallace Norrington, Clifford Sewell, and Rick Yonce. Mayor Day led the pledge to the flag. The minutes of the September meeting were read and stand unanimously approved. Mayor Day presented a plaque from the City to David Turner, CEO of Heritage Bank for the Cemetery Project. Mr.Turner expressed his gratitude for the involvement of BHW Sheet Metal Company, Interstate Granite and Marble, City employees and employees from the bank. Stacey Dixon on behalf of the Clayton County Convention and Visitors Bureau presented proposed signs for the Visitors Center, Museum and tour guide signs. She reported that the Ribbon Cutting and Grand Opening of the Road To Tara Museum will be October 20th and that the proposed signs will be on display for further study and consideration. Joel Logan, Mark Pollard, and Steve Longcrier, President of Georgia's Civil War Heritage Trails, Inc., addressed Council concerning support of Civil War era heritage trails and interpretive sites by committing funds in an amount equal to 20% of the project's funding up to $2,500 per site, and to provide annual funding in the amount of $500 per site. Sewell moved, seconded by Yonce, that this be tabled for study and consideration at a work session. The motion carried unanimously. On a motion by Maddox, seconded by McDonald, it was unanimous to donate $922.00 to Keep Clayton County Beautiful. Sewell moved, seconded by Norrington, that the intergovernmental agreement between the city and the Office of the Clayton County Tax Commissioner, be passed. This will authorize the Tax Commissioner to collect delinquent Occupation Taxes by filing liens on the City's behalf. On a motion by Adair, seconded by Norrington, Virginia Terry was granted permission to operate a cleaning service business from her home at 157 Dixon Street. Adair, Maddox, McDonald, Norrington and Yonce. Sewell opposed. McDonald moved, seconded by Sewell, that Valerie Bunn be granted permission to operate a home repair business from her home at 109 East Mimosa Drive. The motion carried unanimously. Maddox moved, seconded by Sewell, that the request of Ray Flowers be removed from the agenda due to his absence. On a motion by Maddox, seconded by Yonce, Perry Segars was granted permission to build a storage building in his yard at 103 Rhett Butler Drive. The motion carried. For the motion were: Adair, Maddox, McDonald, and Yonce. Norrington and Sewell opposed. McDonald moved, seconded by Norrington, that the poll workers and compensation for the November 6th General Election be as follows: Donna Nettleton, Poll Manager - $225.00; Amanda Roberts, Assistant Poll Manager - $175.00; Catherine Starr, Assistant Poll Manager - $175.00; Vicki Smith, Clerk - $100.00 and Margaret Ostrowski, Clerk - $100.00 . On a motion by Norrington, seconded by McDonald, Joanie Jones and Sharon Deaton were appointed as Absentee Ballot Clerks. The motion carried unanimously. An Ordinance to Amend the Soil Erosion and Sedimentation Control Ordinance was adopted on a motion by Maddox, seconded by Sewell. The motion carried unanimously. Mayor Day reported that the plaque for Dickson Park has been ordered and that the dedication day will be announced hopefully in the near future. Melissa Barnett-Castellaw, with some concerns and questions, was permitted to address the Council. There was the question concerning the Dickson Park dedication and an opinion that "City Of" should be placed in front of Jonesboro on the signs at the Police Station the Fire Station and at City Hall. There being no further business, Sewell moved, seconded by Norrington, that the meeting be adjourned.
