City of Jonesboro The regular meeting of Mayor and Council was held October 9, 2000 with Mayor Day and the following members were present as follows: T.E. Adair, Luther Maddox, Yvette McDonald, Wallace Norrington, Clifford Sewell, and Rick Yonce. The minutes of the September meeting were read and stand unanimously approved. On a motion by Sewell, seconded by Norrington, the agenda was amended to discuss opening up the alley behind the fire station on Mill Street. The motion carried unanimously. Sewell moved, seconded by Maddox that the ordinance amending the charter and code of ordinances be adopted. The motion carried unanimously. On a motion by McDonald, seconded by Sewell, the ordinance establishing a new zoning classification (CH District) for churches be adopted. The motion carried unanimously. Maddox moved, seconded by Norrington, that the Global Severability and General Default Time ordinances be adopted. The motion carried unanimously. There being no representative from Lear and Play Academy, Sewell moved, seconded by Norrington, that the request for a mobile classroom be struck from the agenda. The motion carried unanimously. Sewell moved, seconded by McDonald, that the alley behind the Fire Station on Mill Street be opened allowing use by tenants or owners of the buildings on the west side of Broad Street, and that it be closed one business day per year to prevent it from becoming a permanent right of way. The motion carried unanimously. James Massengale, Director of Public Works, gave a progress report on the parks under construction and the landscaping at the new Fire Station. Mark Harris, Interim Police Chief reported that the Battle Re-enactment will be October 13 - 15 and the Red Ribbon parade to be October 21. Fire Chief, Jimmy Wiggins, reported that some of the furnishings are in place at the new station, but additional shopping will be necessary. No date has been set for "Open House". Sewell requested that all security lights be burning at the park on Lee Street having noticed the number of people who enjoy walking on the track at night. There being no further business, Sewell moved, seconded by McDonald that the meeting be adjourned. The motion carried unanimously.
