City of Jonesboro The regular meeting of the Mayor and Council was held November 11, 2002. Council members present were Ed Adair, Rick Yonce, Clifford Sewell, Wallace Norrington, Luther Maddox, and Mayor Joy Day presided. Yvette McDonald was absent. The October 14th meeting minutes were read. Councilman Sewell made a motion to approve the minutes. Councilman Norrington seconded. The motion carried unanimously. The October 15th called meeting minutes were read. Councilman Norrington made a motion to approve the minutes. The November 7th called meeting minutes were read. Councilman Maddox made a motion to approve the minutes. Councilman Adair seconded. The motion carried unanimously. Under old business, Councilman Maddox made a motion to donate 25 cents per capita ($922.00) to Keep Clayton Clean & Beautiful. Councilman Sewell seconded. The motion carried unanimously. Under new business discussion was held regarding the Lee Street drainage study. Concerns were voiced about parking, permits with the Corp of Engineers, depth of pond/placement of pond. Councilman Sewell made a motion to table any decision on this study for further review. Council Maddox seconded. The motion carried unanimously. Mr.Floyd Brooks requested a variance for the placement of an awning (18x22) on his property located at 104 Thornton Drive. Mr.Brooks explained the framework in the rear of his home will be taken down. A variance request of 10 foot from the street, and 7 foot side was requested for this awning that will match his home. His neighbor Angie Gilmore-Guim 102 Thornton Drive has written her consent. Councilman Sewell made a motion to approve this variance request, with the understanding the awning will not be placed closer than 3 feet from property line. Councilman Maddox seconded. Council member Yonce, Sewell, Norrington, Maddox voted for motion, Council member Adair voted against the motion. The motion carried. Mayor Day requested council to approve a resolution pertaining to the Liviable Center Initiative program, which entails the city to set aside 20% matching funds for the study of the downtown area. Councilman Sewell made a motion to accept the LCI Resolution (attached) . Councilman Norrington seconded. The motion carried unanimously. Mayor Day asked for a motion to go into executive session to discuss personnel matters. Councilman Sewell made a motion to move into executive session. Councilman Norrington seconded. The motion carried unanimously. Councilman Sewell made a motion to resume regular session. Councilman Norrington seconded. The motion carried unanimously. Regular session was resumed. Councilman Sewell made a motion to offer Jon Walker the City Manager position. Councilman Maddox seconded. The motion carried unanimously. Mr.Walker's credentials will be on file for public viewing for fourteen days. Councilman Sewell made a motion to appoint Assistant City Clerk, Joan Jones to City Clerk. Councilman Adair seconded. The motion carried unanimously. In other business, Public Works Director Massengale said the seasonal decorations will be ready by parade day 11/23/2002. Police Chief Harris informed council that he will attend a ceremony in Union City on the 13th to accept funds collected during the Click or Ticket campaign. Any monies received will pay for overtime and purchase equipment. Chief Harris updated the council on the ongoing investigation into the business "Rockafella's" allegedly selling counterfeit items. The police department is still working on accreditation process. Fire Chief Wiggins explained teh fire trucks taht he looked into at the recent Atlanta Auction were pulled out of the auction process. No purchase was made at the auction. He informed council of the Department Officers. Both defibrillators have been purchased. Chief Wiggins invited everyone to the annual Christmas party set for December 20th at 6:30 pm. Chief Wiggins was authorized by Mayor and Council to proceed with having Karavan Doors repair the bay doors for a cost of $3,000.00. There being no further business, Councilman Norrington made a motion to adjourn. Councilman Adair seconded, the motion carried. The meeting was adjourned.
