CITY OF JONESBORO The regular meeting of the Jonesboro Mayor and Council was held May 17, 2004 at 170 South Main Street at 7:00 pm. Members Present: Councilwoman Yvette

Public Wks Director Mayor Day began the meeting with the Pledge of Allegiance. Agenda Amendment: Councilman Sewell motioned to amend the agenda to include approval of the minutes and strike Home Occupation request as Mr. Mendez can not be here. Councilwoman McDonald seconded. The motion carried unanimously. Parade Permit Councilman Norrington made a motion to sponsor the Jonesboro Masonic Lodge July 4th Parade and waive the $500.00 permit fee. Councilman Sewell seconded. The motion carried unanimously Minutes: Councilwoman McDonald motioned to approve the April minutes as presented. Councilman Sewell seconded. The motion carried unanimously. Bed & Breakfast Regulatory Ordinance: Councilman Yonce motioned to approve the Bed & Breakfast Regulatory Ordinance. Councilwoman Wenz seconded. The motion carried unanimously. (Ord. 04-10, Ord. Bk 1) Circus & Carnival Ordinance: Councilwoman Wenz motioned to approve the Circus and Carnival Ordinance as presented. Councilman Norrington seconded. The motion carried unanimously. (Ord. 04-11, Ord. Bk 1) Fee Schedule for Carnivals and Circus: A fee schedule of $200.00 a day based on public safety needs and a refundable deposit of $1,000 for potential damage and cleanup was presented to council. The deposit and license fee will be set from time to time by the council. Councilman Sewell motioned to approve the fee schedule for carnivals and circus as presented by City Manager, Jon Walker. Councilwoman McDonald seconded. The motion carried unanimously. Civil Emergency Ordinance: Councilwoman Wenz motioned to adopt the Civil Emergency Ordinance as presented. Councilman Yonce seconded. The motion carried unanimously. (Ord. 04-12, Ord. Bk 1) Ordinance Prohibiting Fortunetelling, Palmistry, Astrology: Councilwoman Wenz motioned to adopt the ordinance prohibiting astrology, fortunetelling, palmistry, etc. Councilman Norrington seconded. The motion carried unanimously. (Ord. 04-13, Ord. Bk 1) Repealing of Article III of Chapter 18: Councilman Sewell motioned to have Article III of Chapter 18 (establishing regulations for obtaining a business license to operate as an astrologer) repealed. Councilwoman McDonald seconded. The motion carried unanimously. (Ord. 04-14, Ord. Bk 1) Storm Water Ordinance, Illicit Discharge Ordinance: Councilwoman McDonald made a motion to adopt the Illicit Discharge Ordinance as part of the Storm Water Ordinance as presented. Councilman Norrington seconded. The motion carried unanimously. (Ord. 04-15, Ord. Bk 1) Municipal Court Ordinance: Councilman Yonce motioned to approve the Municipal Court Ordinance as presented. Councilman Norrington seconded. The motion carried unanimously. (Ord. 04-16, Ord. Bk 1) LARP Project for 2004: Councilman Sewell motioned to approve the 2004 LARP project which would have the following streets resurfaced: Chestnut Street, Church Street, East College Street, Hightower Street and Souder Way. Councilwoman McDonald seconded. The motion carried unanimously. Retention Schedule: Councilwoman McDonald made a motion to adopt the State of Georgia Retention Schedule. Councilman Norrington seconded. The motion carried unanimously. Fiscal Policy Discussion: This policy was discussed. City Manager, Jon Walker asked council to give him feedback regarding this policy as it will be on the June Agenda. Mayor Day announced the policy will be available at city hall for public review. Police Department Pay Scale: Councilman Sewell motioned to approve the pay scale as presented to be put into place as soon as it is fiscally feasible. Councilwoman Wenz seconded. The motion carried unanimously. Traffic Study Work Order: Councilwoman McDonald motioned, seconded by Councilman Sewell to contract with Precision Planning as consultants for Traffic Study of Downtown Jonesboro. The motion carried unanimously. Executive Session: Councilwoman McDonald made a motion to go into Executive Session to discuss land acquisition. Councilman Sewell seconded. The motion carried unanimously. Resume Regular Session: Councilman Sewell motioned to resume regular session. Councilwoman McDonald seconded. The motion carried unanimously. Jonesboro First Baptist Church Resolution: Councilman Sewell made a motion to authorize Mayor Day to sign at the closing for the property sale/swap with Jonesboro First Baptist Church. Councilwoman McDonald seconded. The motion carried unanimously. (Resolution 07) OTHER BUSINESS Dexter Matthews with the NAACP spoke before Mayor and Council requesting an outside investigation on the happenings between the Housing Authority and one of its resident’s Tami Cole. Mayor Day reminded council of the Taste of Clayton on June 11th and the upcoming Tara Winds Concert on June 12, 2004. Councilman Yonce requested the code enforcement look into properties for safety concerns. This information will be forwarded to the code enforcement officer. There being no further business, Councilman Sewell made a motion to adjourn. Councilman Norrington seconded.
