CITY OF JONESBORO The City of Jonesboro Mayor and Council held their regular council meeting on May 12, 2003 at 7:00pm. The meeting was held at 170 South Main Street. Members
present: Council member Ed Adair Minutes Approved: Councilman Sewell motioned, seconded by Councilman Maddox to approve the April 14, 2003 minutes as written. The motion carried. Councilwoman McDonald motioned, seconded by Councilman Yonce to approve the April 28, 2003 minutes as written. The motion carried. Agenda Amendment: Mayor Day requested a motion to amend the agenda to read Discussion of False Alarm Ordinance and Discussion of Zoning Ordinance. Councilman Maddox so motioned, Councilman Norrington seconded. The motion carried Home Occupational License: Mr. David Dyess; 217 Wallis Street; requested use of his home as an office for a janitorial service. Councilman Sewell motioned, seconded by Councilman Adair to approve this home based occupational license. The motion carried. Home Occupational License: Casey Benton, 121 Chestnut Street. Mrs. Benton was present as her husband works night. Councilman Sewell made a motion to approve this request with the condition that a letter from Mr. Benton authorizing Mrs. Benton to appear on his behalf at the council meeting be brought to the city clerk’s office. Councilman Yonce seconded. The motion carried. False Alarm Ordinance: Discussion held on number of false alarms allowed before citations issued, penalties, dispute hearing, what constitutes a false alarm, etc. Community Development Block Grant: Membership is needed in order to apply for grants. Councilman Sewell made a motion, seconded by Councilwoman McDonald, to renew the membership in the CDBG. The motion carried. LCI Stakeholders List: Councilman Norrington made a motion, seconded by Councilman Adairto accept the list of the LCI Stakeholders nominees as written. The motion carried. Mayor Day formally thanked Councilman Norrington for his assistance in forming this committee. Property and Casualty Coverage: Councilman Sewell motioned, seconded by Councilman Norrington to approve the 2003-2004 Property & Casualty Coverage through Zurich Insurance. The motion carried. Amendment to Zoning Moratorium: Councilman Maddox made a motion to amend the zoning moratorium to allow development of an Office Park at the corner of South Avenue and Tara Blvd (4.5 acres) with the stipulation that a Development Agreement contract be signed prior to the development proceeding. Councilman Adair seconded. The motion carried. Zoning Ordinance Discussion: Jon Walker reviewed the possible changes to the zoning code. Duplex units, apartments, residential areas, town homes, parking, sidewalks were discussed. Different amenities, which would be maintained by the homeowner association, usable green space and façade requirements were also discussed. The information will be available at city hall. Streetscape Contract: Councilman Sewell motioned, seconded by Councilman Maddox to authorize the Mayor and City Manager to negotiate the Streetscape contract with Jordan, Jones & Goulding. Change Council Meeting Date: Councilman Sewell motioned, seconded by Councilman Norrington to change next month’s regular council meeting from June 9th to June 16th at 7:00pm. This will also be a public hearing regarding the zoning ordinance. The motion carried. Auction City Vehicles: Councilman Sewell motioned, seconded by Councilman Norrington to sell 1990 GMC Pickup Truck and 1982 GMC Van at auction through Nationwide Auction Systems. The motion carried.
