City of Jonesboro The regular meeting of Council was held May 12, 2001 with Mayor Pro Tem Clifford Sewell presiding. All other members were present as follows: T.E.Adair, Luther Maddox, Yvette McDonald, Wallace Norrington, and Rick Yonce. Mayor Pro Tem Sewell led in the pledge to the flag. The minutes of the April meeting were read and stand approved on a motion by Norrington, seconded by Adair. The motion carried unanimously. On a motion by McDonald, seconded by Maddox, a six months moratorium on Massage Parlors was adopted with the effective date of May 15, 2001. The motion carried unanimously. A hearing was held upon the rezoning application of the First Baptist Church. We Agnew was present representing the Church on the application to have property at 148 and 169 Church Street rezoned from R-2 to CH (Church Zone). Maddox moved, seconded by Yonce that this rezoning request be granted upon approved plans for drainage and water control. The motion carried unanimously. Travis Cantrell, an attending resident, expressed his concern of the water and drainage problem and suggested that the Baptist Church and the City work together to solve the problem. His contention was that the Church did not cause all the problem that needs correcting. James Conrad was present on behalf of Clayton County Public Schools requesting permission to place a modular building on Souder Way for additional office space. On a motion by Norrington, seconded by Maddox, the request was denied. The motion carried unanimously. On a motion by Maddox, seconded by McDonald, the request of Burger King for a sign permit was struck from the agenda since no one was present on their behalf. The motion carried unanimously. On a motion by Maddox, seconded by Norrington, the request of Vicki Lu Visi to operate a Taxi Service at 145 South McDonough St. was denied. The motion carried unanimously. McDonald moved, seconded by Yonce, that the request of Shirley Turnipseed to operate a telephone sales office from her home at 103 Williamson Mill Road be approved. The motion carried unanimously. Bob Putnam was present to present the proposed artwork for the picture mounted on the Arts Clayton Building at 104 North McDonough Street. Adair moved, seconded by McDonald, that his proposal be approved. The motion carried unanimously. On a motion by Sewell, seconded by Yonce, it was unanimous to offer up to a $2,000 reward, which would lead to the arrest and conviction of the person/persons responsible for vandalism in the cemetery. It was suggested that the paper be asked to publicize this reward prior to placing an ad in the paper. There being no further business, McDonald moved, seconded by Norrington that the meeting be adjourned. The motion carried unanimously.
