City of Jonesboro The regular meeting of Mayor and Council was held May 15, 2000 with Mayor Day and the following members present: T.E.Adair, Luther Maddox, Wallace Norrington, Yvette McDonald, and Clifford Sewell. The minutes of the April meeting were read and stand approved. Pastor Deab Haun of the Jonesboro First Baptist Church updated Mayor and Council of his meeting with the committee regarding citizen concerns of the modular units, debris around the burned structure, etc. He explained the time line on teh new church building. Ground breaking to begin late this fall, will take approximately 15-18 months to build facility, the purchase of My Place Cafe(will hold 6 Sunday School Classes). The committee proposed. A. Begin immediately to remove
existing debris and keep it clean Mike McCray addressing Mayor and Council, agreed with Pastor Haun and the recommendations he made. He voiced concern that the demolition is during regular business hours due to the noise and possible traffic congestion. Luther Maddox motioned to allow the transfer of modular units and 1 additional modular unit to be placed on W.Mill Street with a 2 year permit for these modular units, the transfer to be completed by July 8th(sixity days). Sewell seconded. The motion carried unanimously. Mayor Day thanked both Mr.McCray and Pastor Haun for their hard work and community involvement. Mayor Day asked Mike McCray if he would chair and Pastor Haun or someone of his choosing to co-chair a six member committee to continue the dialog. He agreed. After reviewing the E-Commerce Equity Resolution, Sewell motioned seconded by McDonald that the Mayor and Council adopt this resolution. The motion carried unanimously. Discussion was held on the Park Ordinance. Norrington motioned seconded by McDonald to table this ordinance until the June meeting in order to clarify specifics regarding a fee schedule and firearms in vehicles. The motion carried unanimously. McDonald motioned, seconded by Sewell that Maddox be the City of Jonesboro representative on the Atlanta Airport Board. The motion carried unanimously. After discussing options regarding the purchase of a new tractor, Adair motioned seconded by Norrington, to repair the existing tractor, the cost not to exceed $7500. The motion carried unanimously. Mrs.David Brannon requested a home occupation license for 176 College Street. The business would be for stainless steel equipment installation. No equipment would be stored at the residence. The home would only be used for office space. McDonald motioned to approve the Home Occupation for Brannon Contracting. Maddox seconded. The motion carried unanimously. Regina Miller from Burkshire Court was not present. Sewell motioned, seconded by Maddox to deny her request for speed breakers on Burkshire Court. The motion carried unanimously. Sewell motioned to appoint Catherine Starr and Donna Nettleton as Poll Workers for the special election in July. McDonald seconded. The motion carried unanimously. In other business, the projected completion date of the Fire Station is June 1st. The Trees 2000 project is still in effect. Norrington voiced concern about the property located at 175 Dean Street. Mayor advised the home was under investigation regarding the fire. Police Chief Montgomery reported two businesses in the city, The Big Easy and Classic Rack were shut down due to gambling. The new police vehicles are on the street, the auction people are scheduled to pick up the old police cars. There are now three patrolling zones in place. Chief Montgomery also reported that overall crime is down 26% and accidents are down 10%. The bike patrol will begin soon and certification work continues. Public Works Director, James B.Massengale reported bids for the Maintenance Department roofing in process. Mr.Crews is just about finished with work at City Hall and that everything is set for Jonesboro Days on May 20th. Plans were proceeding with the landscaping and sitting area at the old city hall (102 N.McDonough Street.) Resident Dan Astin came before Mayor and Council to request clarification on some code enforcement issues such as concealed curbs, requirements for trash/debris pickup, vacant lots with trailers and tires, abandoned homes, etc. Mayor Day explained to Dan that condemnation process regarding numerous properties/buildings throughout the city. That this is a long tedious process. She invited Dan to come by City Hall and get a copy of the ordinance and if any residents are having problem with pickup, ask that they contact her at City Hall. Sewell requested that the code enforcement officer look into the lack of buffers along the commercial properties at West Avenue. This property backs up and is across the street from residential property. There being no further business. Sewell motioned seconded by Norrington that the meeting be adjourned.
