COUNCIL MINUTES 

The regular meeting of the Jonesboro Mayor and Council was held at March 8, 2004 at 7:00 pm, at 170 South Main Street.

Mayor Day began the meeting with the Pledge of Allegiance.

Minutes:     Councilman Sewell made a motion to approve the February minutes as presented.  Councilman Norrington seconded.  The motion carried unanimously.

Variance Request:  First Baptist Church Administrator, Wes Agnew requested a building variance for a proposed building at 157 West Mill Street.  Mayor Day asked for public comment.  Councilman Sewell made a motion to table this request for further study.  Councilman Norrington seconded.  The motion carried unanimously.

Rezoning Request 139 College Street:  Abner Dickson requested a conditional use permit to operate a Bed & Breakfast on his property located at 139 College Street.  Mayor Day explained to council the city attorney advised this request be tabled until a conditional use permit is in place within the zoning code.  Discussion was held on parking, water run off, and access to Burnside Street. Mayor Day called for public comment on this rezoning request.  Councilman Norrington made a motion to table this request contingent upon an amendment to the zoning ordinance allowing bed & breakfast as conditional use for property.  Councilwoman McDonald seconded.  The motion carried unanimously.

Rezoning Request 145 North Avenue:  Chris & Trey Cameron requested consideration of a rezone from RS Single Residential to R5 Multi Residential to build four additional homes at 145 North Avenue.  New plans were submitted to council for review.  Mayor Day asked for public comment regarding this rezone request.  City residents and neighbors voiced concern with to the density of homes on the property, and with water runoff affecting their homes. Councilwoman Wenz made a motion to table this rezoning request for more study.  Councilwoman McDonald seconded.  The motion carried unanimously.  Councilman Sewell requested an engineering hydrology study be complete prior to the next meeting.

Budget Amendment 03-02 City Manager, Jon Walker reviewed with council the budget amendment request.  Councilwoman Meadows made a motion to approve the budget amendment. Councilwoman McDonald seconded.  The motion carried unanimously.

Liquor-by-the-Drink Referendum: Mayor Day called for public comment regarding the resolution for the Liquor by the Drink Referendum.  Councilwoman Wenz made a motion calling for a liquor-by-the-drink referendum to be voted on by the citizens of the City of Jonesboro.  Councilman Yonce seconded.  The motion carried unanimously.

Storm Water Ordinance-Flood Prevention:  Councilwoman Meadows motioned to approve the section of the Storm Water Ordinance-Flood Prevention as presented.  Councilman Norrington seconded.  The motion carried unanimously.

Storm Water Ordinance-Littering: Councilwoman McDonald made a motion to approve the Storm Water Ordinance-Littering as presented.  Councilman Sewell seconded.  The motion carried unanimously. 

Executive Session:  Mayor Day requested a motion be made to go into Executive Session to discuss personnel matters, pending litigation and possible land acquisition.  Councilman Norrington so motioned, seconded by Councilman Sewell.  The motion carried unanimously.

Councilwoman Meadows motioned, seconded by Councilwoman Wenz to resume regular session.  The motion carried unanimously.  Regular session was resumed.

Suspension of Police Officer:  Councilman Norrington motioned to suspend Police Officer Ken Alexander without pay for conduct unbecoming an officer. Councilman Yonce seconded.  The motion carried unanimously.

Donation of Employee Sick Leave:  Councilwoman Meadows made a motion for employees to donate sick leave to Officer Bob Clafton.  Councilwoman McDonald seconded.  The motion carried unanimously.  This will be a one-time vote. City Manager, Jon Walker advised council the Employee Personnel Handbook will need to be revised and submitted to council for approval.

There being no further business, Councilman Norrington motioned seconded by Councilwoman McDonald to adjourn the meeting.  The motion carried.
