City of Jonesboro The monthly meeting of Mayor and Council was held March 12, 2001. Members present were as follows: Clifford Sewell, Luther Maddox, Wallace Norrington, Rick Yonce and Mayor Day. Absent were Yvette McDonald and Ed Adair. The February minutes were read. Wallace motioned to approve the February minutes as read; Luther seconded the motion and the motion carried unanimously. Under old business Mayor Day read the resolution to adopt the 2001 Budget of $3,002,698.40. Sewell motioned to adopt the said resolution and Wallace seconded. The motion carried unanimously. Mayor Day then read the resolution to have any unexpected funds budgeted for 2000 to be re-budgeted for 2001. Maddox motioned to have the unexpected funds resolution adopted, Yonce seconded. The motion carried unanimously. Under new business, Jarret Miller requested property at 109 Fayetteville Road to be rezoned from R-2 Residential to O&I(exact use unknown). Mr.Miller was not present at the council meeting. Mr.Sewell motioned to grant continuance of this rezoning request in order to have Mr.Miller tell council of the prospective use of his property. Luther seconded. No discussion, the motion carried unanimously. Ms.Gayla Hurst presented before council to request her property at 1284 Hwy Spur 138 be rezoned from R-2 Residential to C-1 Commercial in order to build a carwash business. Ms.Hurst asked for a continuance, as she has not received all the paper work from the county and state DOT in regards to an accel/decel lane. Maddox motioned for the council to grant a continuance until the April meeting. Ms.Hurst was advised to notify the city clerk a week prior to the meeting to confirm she has everything in order to proceed with her rezoning request. Yonce seconded and the motion carried unanimously. Robbie Frederick addressed the council requesting a business license be granted for a home occupation at 115 B South Avenue. He had a letter from the property owner, Mr.Roger Oakes stating he had no objections. Sewell motioned to accept Mr.Frederick's request for a home based occupational license. Maddox seconded, the motion carried unanimously. Mayor Day requested a motion by council to go into Executive Session to discuss personnel matters. Sewell so motioned. Norrington seconded. The motion carried unanimously and the Mayor excused everyone from the council chambers. After discussion of personnel matters, Sewell made a motion to resume the regular council meeting. Norrington seconded. The motion carried unanimously and the regular council meeting was resumed. Councilman Maddox made a motion to appoint Freeman Poole as Assistant Police Chief with the rank of captain. Wallace seconded. After discussion, the motion was amended to have Freeman Poole appointed as Assistant Police Chief with Chief Harris to assign the rank. The amended motion carried unanimously. Fire Chief Jimmy Wiggins informed the council about the Rainbow House being part of the a national organization project along with the Quick Trip Corporation and the surrounding fire stations to promote SAFE HOUSE. He showed the council a decal that will be placed on the new fire station that young runaways or stranded children will soon recognize as a safe haven to go. This decal will be placed on Clayton County fire stations as well as all Quick Trip stores. If a young person comes in and needs help, the Rainbow House will be notified and the young person will be helped. The DFACS will not be involved unless needed. A resolution is forthcoming that the city will need to adopt. Chief Wiggins presented the Mayor and Council information on the telephone system for the new station. The amount requested for the Panasonic system was $7,500. This is over the bid from Ultimate by $1,200 to cover any unforeseen expenses. The budgeted amount is $12,000. No objections were voiced for the purchase of the new phone system. In other fire department news, Chief Wiggins advised the council of the grant applications for a new truck. The city would be responsible for 10% of any monies received. He is also working on a 50-50 matching grant from GMA for equipment. He will keep the council informed. Police Chief Harris updated the council on the first annual Jonesboro Baseball Classic held March 9th and 10th. Six teams competed, ages 7-8. He commended Officer Jeffery Crawford for all his hard work and dedication. Public Works Director James Massengale reported to council the cost of stripping numerous streets within the city. Wild Cat Stripping gave an estimated cost of over $3,000. In other news, Councilman Sewell addressed a concern that buffers that should be in place and are not along West Avenue. The business of Maaco, Peach Auto have multiple cars, possibly junk cars and they are an eyesore to the residents of West Avenue. In addition, Maaco Auto Paint store is creating a nuisance with their amplified sounds i.e telephone, paging, etc. This needs to be addressed by our Code Enforcement Officer as soon as possible. Another property that needs to be addressed is the vacant lot next to Guest House Inn on Tara Blvd next to Dixon Street. The Mayor and Council gave permission for the Public Works Director to have his men clean the debris off this property. The property owner will be billed for the expense. There being no further business, the motion was made to adjourn by Sewell, seconded by Norrington. The motion carried unanimously, the meeting was adjourned.
