City of Jonesboro The regular meeting of the Jonesboro Mayor and Council was held at Monday, June 14, 2004 at 7:00 pm, at 170 South Main Street. Members Present: Councilwoman Yvette McDonald Councilman Wallace Norrington Councilman Clifford “Rip” Sewell Councilwoman Linda Wenz Councilman Rick Yonce Mayor Joy Day Staff Present: Sam Durrance, Public Works Director Robert Thomas, Police Chief Jon Walker, City Manager Kathryn Lookofsky, Main Street Director Mayor Day began the meeting with the Pledge of Allegiance. Agenda Amendment: Mayor Day asked for motion to amend the agenda stating Dixon, Inc. asked to be continued and to table the Fiscal Policy. Councilman Sewell so motioned. Councilman Yonce seconded. The motion carried unanimously and the agenda was so amended. Minutes: Councilman Norrington motioned, seconded by Councilwoman Wenz to approve the May minutes as written. The motion carried unanimously. Home Occupational License: Alejandro Mendez, 139 Cecelia Circle requested a home occupational license to operate as a Brick Mason. Councilman Sewell motioned, to approve Mr. Mendez home occupation request. Councilwoman McDonald seconded and the motion carried unanimously. Annexation/Rezoning Hearing: Mayor Day read the heading of the Annexation Ordinance and described both properties at 9140 Turner Road. Steve Fincher, Attorney for property owner Jack Neace, reviewed with council the history of the property, the request for annexation and the conditions that Mr. Neace would agree to should his property be annexed. Mayor Day called for a public hearing on this annexation request. After public comment Mayor Day closed the annexation public hearing. Mayor Day then held a public hearing regarding the rezoning request of this property. After public comment Mayor Day closed the public hearing regarding the rezone request. Mayor Day reread the Annexation Ordinances and called for a motion. No motion was made. The request for annexation/rezone died for lack of motion. GIS Services: Councilman Sewell made a motion to authorize Mayor Day to sign a contract with SDS (Smart Data Strategies) to update the city zoning map utilizing a GIS format. Councilwoman Wenz seconded. The motion carried unanimously. Architect Services: Councilman Sewell motioned to authorize Mayor Day to sign an agreement with Precision Planning for architectural services for expansion of the police department to include city hall. Councilwoman McDonald seconded. The motion carried unanimously. General Service Agreement for Development Review and Engineering Services: Councilwoman McDonald motioned that Mayor Day be given authorization to sign a General Service Agreement with Post, Buckley, Shuch & Jernigan, Inc. (PBS&J) for reviews of plans, rezones, grant applications and general engineering services. Councilman Norrington seconded. The motion carried unanimously. New Zoning Ordinance: Councilwoman McDonald made a motion to authorize Mayor Day to sign an agreement with Strategic Planning Initiatives, PBS&J and H. Randal Roark & Associates for the development of new zoning ordinances, development regulations, historic district overlay, etc. Councilman Sewell seconded. The motion carried unanimously. Garbage Service: Councilwoman McDonald made a motion to have the city manager issue a request for proposals for sanitation services. Councilman Yonce seconded. The motion carried unanimously. Job Descriptions: Councilman Yonce made a motion to approve the job descriptions for city employees as written. Councilman Norrington seconded. The motion carried unanimously. Drug & Alcohol Use Policy: Councilwoman Wenz made a motion to adopt the Drug & Alcohol Use Policy as presented. Councilman Norrington seconded. The motion carried unanimously. Sale of City Property: Councilman Sewell made a motion to sell the following items: 1994 Crown Vic.; 1988 Chevy Blazer, 1988 GMC Van for the best price. Councilwoman Wenz seconded. The motion carried unanimously. Historical Parade: Councilman Norrington motioned to sponsor a parade by Historical Jonesboro on August 28th and waive the permit fee. Councilwoman McDonald seconded. The motion carried unanimously. Wrecker Service: Councilman Sewell made a motion to have Tara Wrecker Service provide wrecker service for the city with stipulation that all wreckage debris be cleaned thoroughly. Councilman Norrington seconded. The motion carried unanimously. OTHER BUSINESS: Mayor Day requested approval of the June 1, 2004 meeting with a word correction the last paragraph. Councilman Sewell so motioned. Councilwoman McDonald seconded. The motion carried unanimously. Councilman Yonce voiced concern about the problem with Sunday parking on the corner of Riley Way and Stewart Avenue. Mayor Day asked Chief Thomas to look into this matter. There being no further business, Councilman Sewell motioned, seconded by Councilman Norrington to adjourn the meeting. The motion carried unanimously. ______________________ Joy B.
