Regular Meeting
June 16, 2003

The City of Jonesboro Mayor and Council held their monthly meeting June 16, 2003 at 7:00 pm.  The meeting was held at 170 South Main Street.

Minutes Approved:  Councilman Sewell motioned, seconded by Councilman Maddox to approve the May 12, 2003 minutes.  The motioned carried.  Councilman Adair made a motion to approve the June 2, 2003 Public Hearing minutes, Councilman Norrington seconded.  The motion passed with Councilwoman McDonald abstaining.

Zoning Ordinance-RS Single Family Residence:  Mayor Day asked for discussion or public comment regarding the Zoning Ordinances up for consideration.  Following discussion Councilman Sewell motioned, seconded by Councilman Yonce to approve the Zoning Ordinance-RS Single Family Residence as written.  The motion carried. (See Ord. 03-11 page 11 in Ordinance Book One)

Zoning Ordinance-RM Multi-Family Residence:  Councilman Maddox motioned, seconded by Councilman Sewell to approve the RM-Multi-Family Residential Zoning Ordinance as written.  The motion carried with Councilman Adair opposing.  (See Ord. 03-12, page 12 in Ordinance Book One)

Zoning Ordinance-Sign: Councilman Sewell motioned, seconded by Councilwoman McDonald to approve the Sign Ordinance as written.  The motion carried.  (See Ord. 03-13, page 13 in Ordinance Book One)  Councilman Maddox motioned, seconded by Councilwoman McDonald to adopt this Sign Ordinance as a regular ordinance of the city.  The motion carried.

Landscape Ordinance:  Councilman Sewell motioned, seconded by Councilman Norrington to adopt the Landscape Ordinance as written.  The motion carried.  (See Ord. 03-14, page 14 in Ordinance Book One)

FALSE ALARM ORDINANCE:  Councilwoman McDonald motioned, seconded by Councilman Norrington to approve the False Alarm Ordinance as written.  The motion carried.  (See Ord. 03-15 page 15 in Ordinance Book One)

Home Occupation License:  James Parris, 170 Cloud Street, requested home business to operate Entrust Service Group, a collection service. Councilman Sewell motioned, seconded by Councilman Maddox to approve Home Occupational License.  The motion carried.

2003 Taxation Rollback: Councilman Sewell motioned, seconded by Councilman Maddox to adopt the Resolution for Taxation Rollback.  The motion carried.

March for Meals:  Ann Wise presented the Council with information regarding the Clayton County Aging Program, Meals on Wheels and requested consideration of a donation to this program.  Mayor and Council declined to make a donation at this time, however a donation might be considered in next year’s budget.

Other Business:

  • Mayor Day commended Katherine Smith on the success of Jonesboro Day and Chief Mark Harris was commended for the hard work and dedication to the Beaux-Arts Barbeque.
  • She reminded the council of the LCI meeting set for June 24, 2003.
  • Resident Claudia Turner, 217 South Main Street voiced concern regarding code enforcement, specifically her property and the short time she had to clean the area.

Give Burn the Boot Drive:  Councilman Maddox motioned, seconded by Councilman Norrington to approve the JFD boot drive with a memo to be given to council with confirmation dates of the drive.  The motion carried.  Chief Jimmy Wiggins announced Assist Chief Bobby Wiggins is retiring as a Fire Fighter after 37 years of dedicated service.

There being no further business, Councilman Sewell motioned, seconded by Councilman Norrington to adjourn.  The motion carried.
