CITY OF JONESBORO
REGULAR MEETING
JULY 12, 1999
The regular meeting of Mayor and Council was held July 12, 1999 with Mayor Day and the following members present: T. E Adair, Richard Jester, Clifford Sewell, and Shirley Wynn; Wallace Norrington and Yvette McDonald were absent.
The minutes of the June meeting were read and stood unanimously approved.
On a motion by Wynn, seconded by Adair, the ordinance establishing an R-4 zoning classification was tabled for some minor changes. The motion carried unanimously.
Mayor Day presented Bob Putnam with a service award for his artistic contributions throughout the City.
Wynn moved, seconded by Sewell that the request for a donation to Georgia Cities Foundation be postponed. The motion carried unanimously. It was suggested that GMA be contacted for further information on this request.
As an annual requirement, Wynn moved, seconded by Adair that the 911 Resolution be adopted. The motion carried unanimously.
On a motion by Wynn, seconded by Jester, Don Varner was granted permission to operate an office for his advertising business on Pharr Avenue. The motion carried unanimously.
Sewell moved, seconded by Wynn, that the sign request of Montip Johnson be denied. The motion carried unanimously.
Mayor Day read a bid from Triple Electric for replacing wires, installing light switches and re-hanging lights in the attic in the area of the proposed storage room. This bid was $1,225. Wynn moved that this bid be accepted with approval to proceed. There was no second; the motion lost. Mayor Day also read a bid for sprinkling the entire City Hall Building or just the attic storage area. Just the storage area would be $19,100 and the entire building would be $46,200. Sewell moved, seconded by Adair that the decision on wiring be tabled. The motion carried unanimously. It was requested that other bids be accepted for the wiring and sprinkling.
A report from the Y2K committee was presented; suggestions were to purchase generators and adapters for the Police Station, City Hall and Fire Station; also, purchase temporary stop signs.
James Massengale reported that South Avenue has been resurfaced by the Water Authority and they will also resurface Courthouse Way.
Fire Chief, Jimmy Wiggins, reported that $6,070 was raised from the Boot Drive and that $600 will be retained for the Department.
Mary Littlebear was present requesting that the City erect a fence around the cemetery with the gates locked at night to alleviate the vandalism and theft. She was advised that lights have been erected for that purpose and seemingly has improved the problem. It was agreed to request more police patrol in that area.
On a motion by Wynn, seconded by Sewell, the clerk was authorized to write a $3,500 check to the Fire Department from their budget.
