CITY OF JONESBORO The Jonesboro Mayor and Council held there regular monthly meeting on July 12, 2004 at 170 South Main Street at 7:00 pm. Members Present: Councilwoman Donna Meadows Councilwoman Yvette McDonald Councilman Wallace Norrington Councilman Clifford “Rip” Sewell Councilman Rick Yonce Councilwoman Linda Wenz Mayor Joy Day
Staff Present: Sam Durrance, Public Wks Director Joan Jones, City Clerk Kathryn Lookofsky, Main Street Director Robert Thomas, Police Chief Jon Walker, City Mgr. Mayor Day began the meeting with the Pledge of Allegiance. Agenda Amendment: Mayor Day requested a motion to amend the agenda to delete item “B”; the rezone request for Stockbridge road as attorney representing the property owner asked that it be tabled and put on the August agenda. Councilman Sewell made a motion that the rezoning request be tabled and added to the August agenda. Councilwoman McDonald seconded. The motion carried unanimously. In addition Mayor Day requested an agenda amendment to add the consideration of the appointment of the poll manager for the upcoming liquor by the drink referendum. Councilman Sewell motioned to add the consideration of appointing the poll manager to the agenda. Councilman Yonce seconded. The motion carried unanimously. Minutes: Councilwoman McDonald motioned to approve the June minutes as presented. Councilwoman Wenz seconded. The motion carried unanimously. Home Occupation License: Cheryl Sweat of 1510 Red Briar Way, requested approval for a home occupational license for her Cleaning Service business. She needed the licenses for 1099 purposes. Councilwoman Meadows made a motion to approve this request for a home occupation. Councilman Norrington seconded. The motion carried unanimously. Fiscal Policy: City Manager reviewed with council the fiscal policy. Councilwoman Wenz made a motion to approve the Fiscal Policies as written. Councilman Norrington seconded. The motion carried unanimously Ad Valorem Tax Rollback: Councilwoman Meadows made a motion to adopt the Resolution to roll back the Ad Valorem tax. Councilwoman McDonald seconded. The motion carried unanimously. Deputy Registrar: Councilwoman Meadows made a motion to appoint Donna Nettleton as Deputy Registrar for the City of Jonesboro. Councilman Norrington seconded. The motion carried unanimously. Plan Review Fee Schedule: Councilman Sewell made a motion to adopt the Plan Review fee schedule as submitted by PBS&J. Councilwoman McDonald seconded. The motion carried unanimously. Poll Manager: Councilman Norrington made a motion to appoint Mike McCray as Poll Manager for the upcoming Liquor by the Drink Referendum. Councilwoman Wenz seconded. The motion carried unanimously. Other Business: Storm Water Feasibility Study Update: Public Works Director Sam Durrance submitted a report to the council updating them on the Storm Water Feasibility Study that is being conducted by Clayton County Water Authority. He informed the council he will be meeting with the water authority in August and requested feedback from the council on any of their concerns or questions. Mayor Day welcomed back Councilwoman Meadows and reminded the council of the upcoming Jammin in Jonesboro days on July 17, August 21 and September 18 at 2:00pm at the Glaze Gazebo. Yard Sale Date: Councilman Sewell made a motion to set August 7th as Yard Sale Day in Jonesboro and to waive the permit fee for all participants. Councilman Norrington seconded. The motion carried unanimously. Walter Buffington of Edinboro Drive asked the Mayor for clarification on the annexation request from Mr. Neace. Mayor Day explained that if Mr. Neace request annexation again, he would have to start the process from the beginning which includes the public being notified. Sanitation RFP: City Manager Jon Walker updated the council that proposals have been sent out and the deadline is August 2, 2004. It is on the website for review. Councilman Sewell requested the staff look into having a stronger ordinance pertaining to dogs and to review our animal control ordinance. He would like to see a stronger ordinance. There being no further business, Councilman Sewell made a motion to adjourn. Councilman Norrington seconded.
