City of Jonesboro
The regular meeting of the Jonesboro Mayor and Council was held at Monday, July 14, 2003 at 7:00 pm, at 170 South Main Street.
Members Present: Councilman Ed Adair Councilman Luther Maddox Councilwoman Yvette McDonald Councilman Wallace Norrington Councilman Clifford “Rip” Sewell Councilman Rick Yonce Mayor Joy Day
Staff Present: James B. Massengale, Public Works Director Mark Harris, Police Chief Jimmy Wiggins, Fire Chief Jon Walker, City Manager Mayor Day began the meeting with the Pledge of Allegiance. Minutes: Councilman Sewell motioned, seconded by Councilman Maddox to approve the minutes of June 16, 2003 as written. The motion carried. Home Occupational License: Tony Cole, 303 Batiste Way requested an additional home occupational license to operate as a Home Inspection. Councilman Maddox motioned to table Mr. Cole’s request until the August meeting in order to give Mr. Cole time to complete repairs at his home. Councilman Norrington seconded. The motion carried unanimously. Modular Units, Board of Education: As there was no representation from the Board of Education to discuss the permit request a motion by Councilman Maddox, seconded by Councilman Sewell removed the item from the agenda. The motion carried unanimously. Streetscape Contract with JJ&G: Mayor Day reviewed with council that Jordan, Jones & Goulding offers a comprehensive package that take the Streetscape through to completion. City Manager, Jon Walker will administer and coordinate the plan with the DOT and ARC. The total cost of the project is estimated at $1,487,900 with the estimated cost to the city being $487,900. On motion by Councilman Maddox seconded by Councilman Sewell authorized the Mayor and City Manager to complete the Streetscape contract with JJ&G. The motion carried unanimously. Motor Vehicle Policy: Councilman Sewell motioned seconded by Councilwoman McDonald to accept the Motor Vehicle Policy as written. The motion carried unanimously. Executive Session: Mayor Day requested a motion be made to go into Executive Session to discuss personnel matters, pending litigation and possible land acquisition. Councilman Sewell so motioned, seconded by Councilman Norrington. The motion carried unanimously. Councilman Sewell motioned, seconded by Councilwoman McDonald to resume regular session.
