City of Jonesboro The regular meeting of Mayor and Council was held July 9, 2001 at 7:00 p.m. with Mayor Day and the following members present: Luther Maddox, Yvette McDonald, Wallace Norrington, Clifford Sewell, and Rick Yonce. Ed Adair was absent. The meeting was opened with prayer by Councilman Sewell, and Mayor Day led in the Pledge to the Flag, The minutes of the June meeting were read and stand unanimously approved. Having been properly posted, a hearing was held concerning the property at 113 and 115 Fayetteville Road. Caroline Castellaw requested this property be rezoned from R-2 (Single Family Residence) to O&I (Office & Institutional). Jarrett Miller, with Power of Attorney, spoke on behalf of Caroline Castellaw. Dan Astin, 187 Church Street, addressed council concerning opposition to the request. He read to Council a petition letter and presented copies with signatures of all opponents to this request. On a motion by Yonce, seconded by Norrington, the request was denied. The motion carried unanimously. Sewell moved, seconded by McDonald, that the City Ad Valorem Tax be rolled back for 2001. The motion carried unanimously. On a motion by Sewell, seconded by Yonce, Mayor Day was authorized to proceed with a resolution specifying the payment of retiree insurance for those with thirty years of service, Other stipulations which would possibly be added would put a three year maximum on the payment and a requirement that the employee must be eligible for full retirement which would be a combination of 55 years of age with 30 years or more service. The motion carried unanimously. Maddox moved, seconded by Sewell, that the budget be amended to include an employee tuition re-imbursement fund as requested by Mayor Day. There would be a requirement that the course or class would relate to their employment and they make at least a grade C. The motion carried unanimously. James Massengale reported that College Street and Old Morrow Road are scheduled for resurfacing this year under the LARP program. Several concerns were voiced by council members such as potholes in the streets, sidewalks in need of repair and overnight parking on city streets. Fire Chief Jimmy Wiggins reported that $4,300 was collected from the Boot Drive and that ten percent would be retained by the department. Dan Astin, 187 Church Street, had several information questions answered, and he suggested that the Code Enforcer be asked to attend all regular meetings in order for concerns to be addressed directly to him and for his reporting the status of code violations. Public Works Director, James Massengale, requested permission to post "No Parking" signs on Jodeco Road at the Park. There were no objections from Council. Sewell moved, seconded by Norrington, that the Sims Street be posted for temporary closing. The motion carried unanimously. Councilman Sewell presented a map of Georgia to the City, which indicated all the counties and major cities. He received the map from Chasman & Associates at the GMS Convention in connection with pen swapping. Mayor Day appointed committees as follows: Cemetary Committee: Norrington, Sewell, and Massengale; Tuition Re-imburstement Committee: Yvette McDonald along with herself. There being no further business, Sewell moved, seconded by Norrington, that the meeting be adjourned. The motion carried unanimously.
