COUNCIL MEETING
January 12, 2004

The regular meeting of the Jonesboro Mayor and Council was held January 12, 2004 at 170 South Main Street at 7:00 pm.

Mayor Day began the meeting with the Pledge of Allegiance.

Minutes:  Councilman Sewell motioned, seconded by Councilman Norrington to approve the December minutes as written.  The motion carried unanimously.

Rail Resolution:  Mayor Joy Day read the Rail Resolution in Support of the Atlanta-Lovejoy Commuter Rail Plan.  Councilwoman McDonald made a motion to support the Rail Resolution as presented. Councilwoman Wenz seconded.  The motion carried unanimously.

Home Occupation:  Councilman Sewell motioned to table the Home Occupation request for Alejandro Mendez, 139 Cecilia Circle as Mr. Mendez was not present at the meeting.  Councilman Norrington seconded the motion.  The motion carried unanimously.

Animal Control Ordinance:  Councilman Sewell motioned to table the Animal Control Ordinance for further review.  Councilman Norrington seconded and the motion carried unanimously.

Historic District Commission Ordinance:  Mayor Day asked for discussion and public comment regarding the Zoning Ordinances up for consideration.  Following public discussion regarding the Historic District Commission, Councilman Sewell motioned to approve the Historic District Commission Ordinance as presented.  Councilman Yonce seconded.  The motion carried with Councilwoman Meadows abstaining.

Sign Ordinance for Permitting:  Following public discussion regarding the Sign Ordinance for Permitting, Councilwoman Meadows motioned, seconded by Councilman Sewell to approve the Sign Ordinance for Permitting as written.  The motion carried unanimously.

Amendment to the Zoning Chapter:  Following public discussion regarding the Amendment to the Zoning Chapter, Councilman Sewell motioned to approve the amendment to the Zoning Chapter as written.  Councilman Norrington seconded.  The motion carried unanimously.

Purchase of Accounting & Records System:  City Manager Jon Walker, explained to the council the need for upgrading the accounting/record system.  Councilman Sewell made a motion to accept the bid by INCODE of $44,442.00.  Councilwoman McDonald seconded the motion and the motion carried unanimously.

Adoption of LCI Resolution:  Mayor Day presented the council with a Resolution to Adopt the LCI Study recently completed by the Jordan, Jones and Goulding along with members of the Livable Center Initiative steering committee.  Councilman Norrington motioned to adopt the LCI Resolution as written.  Councilwoman Wenz seconded and the motion carried unanimously.

LCI Implementation Grant:  Councilwoman McDonald made a motion to give the Mayor and City Manager authorization to proceed with the Livable Centers Initiative Grant with the total cost of the project being $5 million, the city asking for $3 million leaving $2 million the city’s responsibility.  Councilman Norrington seconded.  The motion carried unanimously.

Banking RFP:  Councilman Sewell motioned to authorize the city manager to proceed with the banking request for proposals with the stipulation that the banking institute or office would need to be within a three mile radius of the city limits of Jonesboro.  Councilwoman McDonald seconded the motion with the amendment to give points to banks with in the city limits.  The motion carried with Councilwoman abstaining.

Sale of Surplus City Property:  Councilwoman McDonald motioned, seconded by Councilwoman Wenz to approve the list of the surplus city property as presented.  The motion carried unanimously.

Employee Resolution:  Councilwoman Wenz motioned to accept Police Chief Mark Harris’ resignation effective February 1, 2004.  Councilman Sewell seconded.  The motion carried with Councilman Norrington opposing.  Councilman Sewell made a motion to adopt he employee resolution as presented.  Councilwoman McDonald seconded.  The motion carried unanimously. Mayor Pro-Tem:  Mayor Day opened the floor for nominations for 2004 Mayor Pro-tem position. Councilmen Norrington nominated Clifford “Rip” Sewell.  Councilman Yonce seconded the nomination.  Councilwoman Meadows motioned to close the nominations and Councilman Norrington seconded this motion.  The motion to close the nominations carried unanimously.  Councilman Sewell was elected Mayor Pro-Tem by a unanimous vote.

Game Room Ordinance/Article XI:  Councilwoman Meadows made a motion to adopt the Game Room Ordinance under the new Article XI in order to properly codify the ordinance.  Councilwoman Wenz seconded and the motion carried unanimously.  (Ordinance 04-04, pg 39, Ord. Bk 1)

Executive Session:  Councilwoman McDonald motioned to go into Executive Session to discuss personnel matters and possible land acquisition.  Councilman Yonce seconded and the motion carried.

Councilman Norrington motioned to resume regular session.  Councilman Sewell seconded.  The motion carried.  Regular session resumed.

Under other business, Otis Pruitt of 233 North Main Street, Diamond Pawn asked the council to consider the possibility of a split zoning of his property. Officer Ken Alexander expressed concern over the city’s reappointment policy and asked that the policy be reviewed.

There being no further business, Councilman Norrington motioned to adjourn.  Councilman Sewell seconded and the motion carried.  The meeting was adjourned.
