CITY OF JONESBORO
FEBRUARY 9, 2004
COUNCIL MEETING

The City of Jonesboro Mayor and Council held a monthly meeting on February 9, 2004 at 7:00pm at 170 South Main Street.

            MEMBERS PRESENT:           Mayor, Joy Day
                                                            Council member Wallace Norrington
                                                            Council member Yvette McDonald
                                                            Council member Clifford Sewell
                                                            Council member Rick Yonce

             STAFF PRESENT:                 City Manager, Jon Walker
                                                            City Attorney John Webb
                                                            City Attorney, Buddy Welch
                                                            Public Wks Director, Sam Durrance
                                                            Interim Police Chief, Robert Thomas

Mayor Day began the meeting with the pledge of allegiance.

Council members Donna Meadows and Linda Wenz were not present as they were attending newly elected training class.

Agenda Amended:  Mayor Day requested a motion to amend the order of the agenda by placing the Executive Session last on the agenda.  Councilman Sewell so motioned.  Councilman Norrington seconded.  The motion to amend the agenda carried unanimously.

Minutes approved:  Councilman Sewell motioned to approve the January minutes.  Councilman Norrington seconded.  The motion carried unanimously.

Under New Business: 

Diamond Pawn Business License:  A hearing was held regarding the possible revocation of a business license for Otis Pruitt, owner of Diamond Pawn (233 North Main Street).  Mr. Pruitt spoke to the council on his own behalf.  Officer Robert Thomas having been sworn in by Attorney John Webb presented the council with testimony as to the evidence against Mr. Pruitt.  Mr. Pruitt again spoke on his own behalf.  Councilman Sewell motioned to permanently revoke Otis Pruitt’s Occupational License for Diamond Pawn.  The motion died for a lack of second.  Councilman Sewell made a motion to place Otis Pruitt (Diamond Pawn) on probation for the remainder of the year.  Councilman Yonce seconded.  The motion carried unanimously.

Jonesboro Days:  Councilman Sewell made a motion that Jonesboro Day be held on Saturday, May 15, 2004.  Councilman Norrington seconded.  The motion carried unanimously.

Voting Venue Change:  Councilwoman McDonald made a motion to change the place of voting from Jonesboro City Hall, 124 North Avenue to the Jonesboro Fire Station, 264 North Main Street.  Councilman Sewell seconded.  The motion carried unanimously.

Liquor by the Drink:  Katherine Smith presented mayor and council with a citizen petition requesting a referendum be held allowing the citizens of Jonesboro to vote on having liquor-by-the-drink inside the city limits.  City Attorney Buddy Welch reviewed with council the procedure for a referendum.  Councilman Sewell made a motion to have the city attorney draw up a resolution calling for liquor by the drink referendum to be voted on by the citizens of Jonesboro.  Councilwoman McDonald seconded and the motion carried unanimously.

Other business:

Mayor Day asked Council members Wallace Norrington and Yvette McDonald be part of the selection committee for the new police chief.  The council will be kept informed during the interview process.

Executive Session:  Councilman Norrington made a motion to go into Executive Session to discuss personnel matters, land acquisition and pending litigation.  Councilman Sewell seconded.  The motion carried unanimously.

Councilman Sewell made a motion to resume regular session.  Councilwoman McDonald seconded.  The motion carried.  Regular session resumed.

Jonesboro First Baptist Church:  Councilwoman McDonald made a motion authorizing Mayor Day to sign contract with Jonesboro First Baptist regarding land acquisition.  Councilman Sewell seconded.  The motion carried unanimously.

Councilman Yonce voiced concern to council of the parking problems along Riley Way and on Broad Street. 

There being no further business, Councilman Sewell made a motion to adjourn.  Councilman Norrington seconded and the motion carried unanimously.
