City of Jonesboro
Regular Meeting
February 10, 2003
The City of Jonesboro Mayor and Council held their monthly meeting on February
10, 2003 at 170 South Main Street. Council members present were Ed Adair. Rick
Yonce, Yvette McDonald, Clifford Sewell, Wallace Norrington, and Luther Maddox
with Mayor Joy Day presiding.
The minutes of the January 13 2003 Budget Hearing were read. Councilman Sewell
made a motion to approve the minutes as read. Councilman Norrington seconded.
The motion carried.

made a motion to approve the minutes as read. Councilwoman McDonald seconded.
The motion carried unanimously.
The minutes of a February 3,2003 Budget Hearing were read. Councilman Sewell
made a motion to approve the minutes as read, Councilman Norrington seconded.
The motion carded.
Mayor Day requested a motion to amend the agenda to add a home based
occupational request for Lake Limousine Service. Councilman Sewell so motioned,
Councilman Norrington seconded. The motion carried unanimously.
Mayor Day asked Greg Hecht, Attorney to commence with the Adult Entertainment
Public Hearing. Expert testimony was given by Freeman Poole, Jonesboro Police
Dept. and Mr. Bill Johnston, City Planner regarding the detrimental effect adult
entertainment establishments can have on the surrounding areas of these
establishments. Mayor Day asked for any public comment on
Adult Entertainment. Mayor and Council were given the following studies for
review:
• Report of the Attorney General’s Working Group on the Regulation of Sexually
Oriented Businesses
• Adult Entertainment Businesses in Indianapolis
• Proposed Ordinance amending Pinellas County’s Adult Use Ordinance
• City of Oklahoma Adult Entertainment Survey of Real Estate Appraisers
• City of Phoenix, Relation of Criminal Activity and Adult Business
• City of Garden Grove; The Relationship Between Crime & Adult Business
• Adult Entertainment Businesses Study for Manatee County
After discussion and review of the Tattoo & Body Piercing Ordinance, Councilman
Maddox made a motion to approve the Tattoo Ordinance as written. Councilwoman
McDonald seconded. The motion carded unanimously.
Mayor Day asked for a motion to amend the sign ordinance as written. Councilman
Sewell so motioned. Councilman Maddox seconded. The motion carried unanimously.
Mayor Day informed the council the 2003 proposed budget had been properly
advertised and the hearings held. She asked the council if there were no
questions or concerns, to adopt the 2003 Annual budget. Councilman Sewell made a
motion to adopt the 2003 Annual Budget of $2,944,624. Councilwoman McDonald
seconded. The motion carried unanimously.
Carolyn McKenzie requested a home-based occupational license be issued for 211
Porter Lane. Ms McKenzie will be operating two businesses until space becomes
available at 149 South McDonough Street, which should be available sometime in
March, McKenzie Quality Construction, a General Contracting Personnel Service &
Business Sany, LLC, a business consulting organization. Ms McKenzie explained
that no storage of equipment or vehicles would be parked at her home Contractors
will be met at the work site. Under Business Savvy, business
consulting will be at a minimum. Councilman Sewell asked if Ms Mckenzie is
bonded She plans on getting bonded. Councilman Adair made a motion to approve
Ms. McKenzie’s General Contracting business Councilman Norrington seconded.
Council members Adair, Yonce, McDonald. Norrington, Maddox voted yea. Councilman
Sewell voted nay. The motion carried.
Councilwoman McDonald made a motion to approve Business Sawy, LLC as a home
based business. Councilman Maddox seconded. The motion carried unanimously.
Bryan and AJ Neace came before council requesting information on the property at
9140 Turner Road being annexed into the city. Discussion was held on the history
of the property Bryan Neace also asked that permission be given for a temporary
building on their portion of the land. Mayor Day explained that the council will
take this under advisement and asked that the Neace family come into city hall
and discuss the matter further with the city manager. No temporary building will
be allowed at this time.
Ronald Huskins, 144 North Avenue asked for a home-based business to operate a
limousine service. He has one limousine that will be parked in the garage. He
has current license under the Public Service Commission. Councilman Maddox made
a motion to approve this business. Councilman Yonce seconded. The motion carried
unanimously.
Public Works Director James Massengale updated the council on the Fayetteville
Road Sidewalk project and presented to council his proposals for traffic on
Hightower, South McDonough Street. Discussion was held regarding the restroom
construction at Battleground Park, the traffic on Fifth Avenue and the
possibility of a traffic light at Fifth Avenue and Jonesboro Road. Police Chief
Harris updated the council on new uniform options for the police department with
some of the funding to come out of the narcotics find.
